About the Role

ENGIE Middle East, a global leader in low-carbon energy and services, is seeking an HSE Manager BESS to contribute to accelerating the transition towards a carbon-neutral world. Based in Riyadh, Saudi Arabia, this full-time position requires 5-10 years of experience in Health, Safety, and Environmental management, with a focus on Battery Energy Storage Systems (BESS) projects.

Key Responsibilities

• Develop and implement a comprehensive strategy for project occupational HSE management, including objectives, targets, and KPIs aligned with ENGIE Group and AMEA standards.
• Provide HSE leadership and coordination to ensure compliance with regulatory requirements and reduce adverse HSE events throughout construction, commissioning, and operations.
• Maintain and periodically update the Project Risk Register (HSE) based on actual risks, managing high-risk activities such as equipment logistics and lifting operations.
• Promote open and transparent Health, Safety, and Environmental reporting from the Project Company and contractors to AMEA Country HSE.
• Develop and oversee training, induction, and onboarding programs for Project Company personnel and contractors, assessing and recording the competency of the HSE-critical workforce.
• Implement and review strict Construction and Commissioning Safe Systems of Work, including Permit to Work procedures.
• Assess the effectiveness of risk management, review and approve project accident and incident investigations, and ensure proper and swift investigations by EPC contractors.
• Assist and advise on the implementation of improvement and mitigation actions following incident investigations, ensuring actions are closed and lessons learned are circulated.
• Monitor and measure Owners Engineer and contractor HSE performance, conducting regular audits and site inspections to ensure compliance with Project Company policies and procedures.
• Ensure compliance with environmental permits and maintain appropriate measurement, recording, and reporting systems.
• Develop robust emergency procedures and conduct regular drills.

Organisational Development and Compliance

• Support the development of Engie HSE tools, procedures, and practices, and facilitate internal and external benchmarking in construction HSE issues.
• Organise and participate in HSE campaigns, ensuring contractor participation, and coordinate the design and delivery of HSE reports, presentations, and training programs.
• Support the HSE prequalification of contractors or subcontractors and assist in vendor selection.
• Organise internal site peer reviews with recognized HSE experts and manage the selection of third-party auditors, consultants, and HSE contractors/practitioners.
• Identify trends in Health and Safety performance and implement initiatives for improvement.
• Support the development of HSE O&M (Operational procedures review and validation) and communicate lessons learned from other ENGIE projects and sources.
• Manage relations with external partners on health, safety, and environmental issues, including local authorities, equipment manufacturers, contractors, and suppliers.

Collaboration and Leadership

The HSE Manager BESS will develop strong partnerships with the Project Construction Director, Country HSE Manager, other asset HSE teams, partners, and external consultants. This role requires coordination with the AMEA HSE network to enhance HSE awareness and engagement. The successful candidate will manage, mentor, and develop direct and indirect reports in line with the People Development Strategy. The ability to work autonomously, prioritize tasks, and demonstrate support for innovation and organizational changes, coupled with critical thinking and high ethical standards, is essential. Strong leadership abilities are required to proactively engage people towards a project Safety Culture, maintaining interpersonal credibility with key stakeholders, JV partners, external organizations, government representatives, and local/national agencies.

Qualifications and Experience

• 5-10 years of professional experience in Health, Safety, and Environmental management, preferably within the energy sector and BESS projects.
• Demonstrated ability to work autonomously, prioritizing tasks and activities in line with business objectives.
• Proven capacity for critical thinking and supporting innovation and organizational changes.
• Strong leadership skills to proactively engage teams and foster a robust project Safety Culture.
• Experience working effectively within multicultural and multidisciplinary teams.
• High ethical standards and strong interpersonal credibility to represent the Project Company with various stakeholders.

This role involves extensive collaboration with a diverse range of internal and external stakeholders:

• Internal: Project Company Management team, Employees, Owner Engineering team, Contractors & Subcontractors, Head of HSE RGBU AMEA, Engie Group HSE, Internal Stakeholders representatives & visitors, Lenders Engineer and other internal inspectors/auditors, Assigned Medical service Provider(s), International SOS agency (ENGIE).
• External: Partner’s Representatives, External consultants, Government Regulatory authorities, Environmental inspection agencies, Local security agencies, police, emergency medical organisations, Local Communities (indirect), Other external Stakeholders and relevant parties including NGO’s (indirect).
