About the Role: HSE Manager
WSP in the Middle East is seeking an experienced, full-time HSE Manager to join its construction supervision team in Riyadh, Saudi Arabia. This role is integral to the delivery of a major infrastructure project, requiring 5-10 years of relevant experience. The HSE Manager will lead all Health, Safety, and Environmental activities across the project, ensuring compliance with WSP standards, client requirements, Saudi regulations, and international best practices.
Project HSE Leadership and Strategy
The successful candidate will lead the implementation and continuous improvement of the Project HSE Management Plan across all construction supervision activities. This position acts as the primary HSE representative for WSP on the project, fostering a proactive safety culture through visible leadership and clear communication. Key responsibilities include:
- Collaborating with the client, contractors, subcontractors, supervision team, and relevant authorities.
- Providing expert HSE advice to the Project Director, Resident Engineer, and wider project stakeholders.
- Ensuring HSE risks are identified, assessed, managed, and mitigated throughout all construction phases.
Contractor Oversight and Compliance
This role involves comprehensive oversight of contractor activities to ensure adherence to HSE standards and regulatory requirements. Responsibilities include:
- Reviewing and commenting on contractors’ HSE documentation, including plans, risk assessments, method statements, and emergency response procedures.
- Monitoring contractor compliance with project HSE requirements, contractual obligations, Saudi regulations, and international standards.
- Ensuring appropriate controls for high-risk activities such as excavation, lifting, working at height, and hot works.
- Issuing HSE observations, non-conformance reports, and corrective action requests, and tracking their close-out.
- Monitoring contractor environmental controls, including waste management, dust suppression, and spill prevention, ensuring compliance with project and Saudi environmental regulations.
Roads, Highways, and Infrastructure Safety
The HSE Manager will specifically oversee HSE performance across major roads, highways, bridges, and associated infrastructure works. This includes:
- Ensuring effective implementation of work zone safety, traffic management, temporary diversions, and public protection measures.
- Monitoring safety controls for various civil infrastructure elements, including utilities, drainage, earthworks, and structures.
- Managing risks related to live traffic interfaces, plant movement, temporary works, and utility protection.
- Supporting the supervision team in identifying safety risks during construction sequencing and site logistics planning.
Auditing, Incident Management, and Training
This role involves conducting regular site inspections and audits, managing incidents, and fostering a culture of continuous improvement. Key activities include:
- Conducting regular site inspections, HSE audits, and leadership safety walks.
- Monitoring project HSE KPIs and preparing reports for WSP management and the client.
- Analysing trends from incidents, near misses, and observations to identify areas for improvement.
- Leading investigations into incidents, ensuring root cause analysis, and implementing corrective actions.
- Supporting the delivery of HSE inductions, toolbox talks, and targeted training initiatives.
- Coaching and mentoring HSE inspectors, site supervision staff, and contractor HSE teams.
Required Qualifications and Experience
Candidates must demonstrate a strong background in major infrastructure projects and a proven track record in a supervision environment. Specific requirements include:
- Significant experience on major roads, highways, bridges, or large-scale infrastructure construction projects.
- Mandatory: Previous experience working in the Middle East / GCC.
- Mandatory: Previous experience in a consultancy, PMCM, or construction supervision environment.
- Saudi Arabia project experience is highly advantageous.
