HSE Manager

About the Role

Dar Al Riyadh Consultants is seeking an experienced HSE Manager to join their team in Riyadh. This full-time role involves developing, implementing, and monitoring project HSE management plans and procedures. The successful candidate will lead the HSE team and ensure contractor compliance across all project work fronts, bringing a minimum of 10 years of relevant experience.

Key Responsibilities

• Develop, implement, and monitor the project HSE management plan and procedures.
• Lead the HSE team and oversee contractor compliance across all project work fronts.
• Review risk assessments, method statements, emergency plans, and Permit-to-Work procedures.
• Monitor high-risk activities, including lifting, excavation, temporary works, work at height, hot works, and confined spaces.
• Lead HSE audits, incident investigations, emergency drills, and corrective-action programmes.
• Monitor environmental controls, traffic management, public protection, and construction logistics.
• Report HSE performance, leading indicators, incidents, and major risks to project leadership.

Qualifications and Experience

• Bachelor’s degree in Engineering, Occupational Safety, Environmental Science, or a related discipline.
• Minimum 10 years of construction HSE experience, including leadership responsibility.
• Proven experience on large-scale mixed-use residential and commercial developments.
• NEBOSH Diploma or NEBOSH IGC is required; additional OSHA or IOSH certification is preferred.
• Saudi Council of Engineers registration is required where applicable.

Required Skills

• Strong knowledge of Saudi HSE regulations, Civil Defense requirements, and international safety standards.
• Strong leadership, auditing, incident-investigation, and contractor-management skills.
