About Al-Ayuni Investment and Contracting Company

Al-Ayuni Investment and Contracting Company, based in Riyadh, Saudi Arabia, is seeking a Manager Development Projects & Investment (PPP). This full-time role requires 5-10 years of experience and is central to identifying, developing, evaluating, and supporting the execution of infrastructure and investment opportunities.

Role Purpose and Strategic Focus

The Manager Development Projects & Investment (PPP) will lead initiatives under Public-Private Partnership (PPP), investment, and strategic partnership models. The position focuses on developing commercially viable opportunities aligned with the company's strategic growth, with a particular emphasis on infrastructure, transportation, utilities, buildings, and large-scale development projects. This role is critical for developing bankable projects and supporting successful project awards and financial close.

Key Responsibilities

• Project Development & Opportunity Management: Identify and evaluate potential PPP, investment, and strategic partnership opportunities, developing and maintaining a pipeline. Conduct market assessments, project screening, feasibility reviews, and commercial evaluations, preparing business cases and investment recommendations. Monitor government infrastructure programs and Vision 2030 initiatives.
• PPP & Commercial Structuring: Lead the development of PPP opportunities from initial assessment through feasibility, structuring, tendering, negotiation, and financial close. Evaluate various PPP models (*, BOT, BOO, BOOT, DBFOM, concessions, JVs) and assess project economics, revenue mechanisms, risk allocation, and commercial viability.
• Investment & Financial Analysis: Lead financial and commercial analysis for potential projects and investments, reviewing CAPEX, OPEX, cash flows, financing structures, returns, and sensitivity analysis. Assess investment metrics (IRR, NPV, equity requirements) and prepare investment memoranda and recommendations for senior management.
• Tendering & Bid Management: Lead the commercial and investment workstream for PPP and strategic project tenders. Coordinate with internal teams (Engineering, Commercial, Finance, Legal, Procurement, Operations) to develop competitive bids, review tender requirements, and support bid strategy and commercial negotiations.
• JV, Consortium & Strategic Partnerships: Identify and evaluate potential local and international partners, investors, developers, operators, and financial institutions. Lead the development of consortiums, JVs, and strategic partnerships, supporting negotiations of related commercial agreements.
• Due Diligence & Risk Management: Coordinate commercial, financial, technical, legal, and operational due diligence. Identify key project and investment risks, develop mitigation strategies, and ensure these are reflected in investment recommendations.

Qualifications and Experience

• Proven experience (5-10 years) in PPP, infrastructure, investment, or large-scale development projects.
• Experience working with government entities, project owners, investors, lenders, JVs, or consortiums.
• Strong understanding of PPP structures, project finance, commercial models, and infrastructure investment.
• Experience in the Saudi Arabian infrastructure and investment market is highly preferred.
• Experience in construction, engineering, transportation, utilities, real estate, or related infrastructure sectors is preferred.

Stakeholder Engagement and Collaboration

The role involves close collaboration with various external and internal stakeholders. This includes building and maintaining relationships with government entities, project owners, regulators, investors, lenders, and strategic partners. The Manager will represent the company in project development meetings, workshops, and market engagement activities, while also monitoring regulatory and market developments affecting PPP and infrastructure investment opportunities.
