About the Role

WSP in the Middle East is seeking a Project Controls Manager for a full-time position in Riyadh. This role is crucial for a major Roads and Highways project, focusing on planning, scheduling, cost control, progress monitoring, risk management, reporting, and performance measurement. The Project Controls Manager will ensure project objectives are met through effective systems, accurate forecasting, and timely reporting to the Client, Project Director, and senior management.

Key Responsibilities

The successful candidate will lead the project controls team, collaborating with clients, contractors, designers, and supervision teams to monitor project performance, identify risks, and recommend corrective actions. Responsibilities include:

  • Developing, reviewing, and maintaining the master project schedule using Primavera P6.
  • Evaluating Contractors' baseline schedules, recovery schedules, and revised programs.
  • Monitoring schedule performance, identifying critical path activities, and conducting schedule risk analysis.
  • Reviewing and assessing Extension of Time (EOT) submissions.
  • Establishing project control procedures, KPIs, and reporting systems.
  • Preparing weekly and monthly progress reports, providing schedule variance analysis and forecasting.
  • Monitoring project budgets, commitments, expenditures, and forecasts, and analyzing cost trends.
  • Supporting commercial and contract teams in assessing variations and claims.
  • Maintaining the project risk register and mitigation plans, and coordinating risk review workshops.
  • Assessing contractor claims related to delays, disruptions, and productivity losses.
  • Coordinating with Client representatives, contractors, authorities, and project teams.
  • Managing and mentoring planners, cost engineers, and project controls engineers.

Project Monitoring and Reporting

This role involves establishing robust project control procedures and reporting systems. Key tasks include monitoring project progress against approved schedules and milestones, preparing detailed progress reports for both the Client and senior management, and developing executive dashboards to provide clear performance overviews.

Cost Control and Risk Management

The Project Controls Manager will be responsible for vigilant cost control, including monitoring budgets, commitments, and expenditures, and identifying potential overruns through trend analysis. Additionally, the role encompasses comprehensive risk management, involving the identification of schedule, cost, and operational risks, and the coordination of mitigation measures with stakeholders.

Claims and Change Management

A critical aspect of this position is the assessment of contractor claims related to delays, disruptions, and productivity losses. The manager will support the evaluation of variation orders and change requests, review supporting records and schedule impact analyses, and provide recommendations on entitlement and time impacts.

Qualifications and Experience

Candidates should possess a strong background in project controls within the infrastructure sector. A minimum of 10 years of experience in a similar role is required, with demonstrated expertise in Primavera P6 and comprehensive project controls methodologies. The ability to lead a team and coordinate effectively with diverse stakeholders is essential.
