The Expo 2030 Riyadh, themed “Foresight for Tomorrow,” is a significant global event scheduled from October 2030 to March 2031, anticipating over 40 million visits. Bechtel, in partnership with Expo 2030 Riyadh Company (ERC), is responsible for managing the infrastructure program for the 6 km2 Masterplan. This includes early works, utilities, and publicly accessible spaces such as streets and parks, with a focus on transitioning the site into a sustainable mixed-use legacy development post-event in Riyadh, Saudi Arabia.

The Opportunity: Field Engineering Manager

Bechtel is seeking a Field Engineering Manager for the Expo 2030 Riyadh project in Riyadh, Saudi Arabia. This full-time role involves providing comprehensive oversight to 'Build' Contractors and managing all field engineering activities. The position requires a full working knowledge of construction engineering practices and the ability to lead and direct less experienced multidisciplinary field engineers or construction office technical and clerical personnel.

The successful candidate will demonstrate strong organizational and teamwork skills, proven problem-solving abilities, a proactive attitude, and a commitment to delivering results within a complex project environment.

Key Responsibilities

• Maintain project safety culture and enforce Company and Customer safety policies and procedures.
• Lead in supporting the project's quality program, including quality audits and checkpoints, FAT procedures and testing, and site inspections for compliance with contract documents, approved submittals, codes, and contract requirements.
• Provide constructability inputs during the formation, bid, evaluation, and award phases of assigned contracts.
• Represent Construction to analyze contract general terms and conditions, identify areas of risk such as ambiguities, conflicts, or deviations from the scope of work, and recommend mitigation strategies.
• Coordinate with Engineering disciplines to communicate field data, perform data analysis, and recommend resolutions to expedite surveying/metrology field conditions.
• Manage multi-disciplined field engineering responsibilities, with familiarity across earthwork, excavation, concrete, structural steel, mechanical equipment, piping installation, electrical installation, testing, and commissioning activities.
• Participate in pre-construction meetings and validate the receipt and approval of pre-mobilization submittals.
• Oversee discipline-specific lead field engineers and assigned Construction Supervision Consultant’s field engineers in reviewing and accepting technical submittals, inspection, and testing.
• Provide technical support for the preparation of Field Change Requests and Change Orders.
• Develop and deploy construction processes for accepting completed work.
• Represent the client in technical meetings with contractors.
• Monitor contractor execution for adherence to the principles of the Integrated Safety Management System, ensuring worker health and safety, quality, productivity, and consistency.
• Manage the Construction Supervision Consultant Contract, ensuring adequate resources, compliance with Employer’s HSEQ plans and procedures, validation of installed quantities, and contractor payment applications.
• Prepare and deliver training materials to support site-based technical teams.
• Operate with professional judgment within the framework of guidelines provided by the Contracts Administrator, utilizing construction knowledge and experience for problem resolution.

Required Qualifications and Experience

• A minimum of 10 years of experience in a relevant field engineering or construction management role.
• Demonstrated full working knowledge of construction engineering practices.
• Proven ability to manage multi-disciplined field engineering responsibilities, including familiarity with earthwork, excavation, concrete, structural steel, mechanical equipment, piping installation, electrical installation, testing, and commissioning activities.
