About the Role

stc is seeking a Satellite Planning & Integrated Design Section Manager to join its team in Riyadh, Saudi Arabia. This full-time role is central to planning and optimizing Satellite Services Infrastructure, ensuring capacity, resilience, and performance align with business requirements. The Manager will coordinate investment planning, network integration, regulatory compliance, engineering governance, and project delivery to establish reliable and future-ready satellite services.

Key Responsibilities

  • Prepare the annual CAPEX for Satellite Services Infrastructure across GEO, MEO, and LEO.
  • Analyze Satellite Services Infrastructure plans to ensure alignment with transport and optical network requirements.
  • Coordinate with stakeholders, including WBU, CBU, EBU, Royal, STS, and Infra teams, to assess voice and broadband project forecasts for satellite services.
  • Review network capacity, utilization, and performance reports for Satellite to ensure adequate capacity and service readiness.
  • Optimize investments and drive the evolution of Satellite services infrastructure to enhance network efficiency, resilience, and coverage.
  • Lead the planning and execution of the rollout roadmap for approved next-generation satellite technologies, aligning with business priorities and network transformation objectives.
  • Develop and maintain the Satellite Services Infrastructure strategy, covering modernization, expansion, spectrum utilization, and technology evolution.
  • Monitor Satellite Services Infrastructure performance and availability, ensuring compliance with service KPIs and implementing optimization plans.

Technical Design and Integration

  • Oversee the design of GEO/MEO/LEO satellite access and transport networks, including all integration requirements.
  • Integrate multi-orbit satellite systems seamlessly with terrestrial infrastructure.
  • Support partnerships and drive satellite network improvements to ensure cross-functional technology alignment for network security, scalability, and future readiness.
  • Unify resiliency studies to align with operations, preventing failure scenarios post-deployment.

Compliance and Governance

  • Collaborate with regulatory and spectrum management teams to ensure alignment and efficiency for Satellite Services Infrastructure planning, licensing, and utilization.
  • Review standards and ensure regulatory compliance for all satellite projects.
  • Coordinate space segment requirements with related business demand and regulatory teams for satellite projects.
  • Ensure CST rules and regulatory requirements are incorporated into all satellite projects with the support of regulatory teams.
  • Develop and govern engineering improvement initiatives to enhance Core and Transport SoWs delivery, minimize PAT rejections, and strengthen data quality and engineering accuracy.

Data Quality and Project Tracking

  • Maintain and enhance the Data Quality Health Index (DQHI) for CDEs related to satellite ISOW Systems.
  • Implement Data Quality Governance (DQG) controls into Satellite ISOW Systems and maintain data quality enhancement requirements.
  • Solve and track critical Technology Performance cases pending with infra departments in coordination with concerned stakeholders.
  • Provide end-to-end tracking, controlling, and reporting functionalities for integrated SOWs from PAT/HO to SEA.

Qualifications and Experience

  • Education: Bachelor's Degree in Telecommunications Engineering or Electronic Engineering.
  • Experience: A minimum of 6 years of prior experience in Satellite Services Infrastructure within the Telecommunication industry.
