About the Role

HanmiGlobal Saudi is seeking a Senior Civil Engineer to join its program management and PMCM team. This full-time position is based in Riyadh, Saudi Arabia, and requires a professional with over 10 years of experience in civil engineering and infrastructure development.

Role Context and Purpose

In this role, you will provide program-level civil engineering expertise and technical governance for a significant multi-work package land and infrastructure development program in Riyadh. You will deliver engineering assurance and collaborative oversight for civil designs, ensuring compliance with approved design criteria, infrastructure strategies, statutory requirements, and operational needs, under the direction of the Technical Manager. Your contribution will support the successful delivery of the overall development program.

Key Responsibilities

• Review and assess civil engineering reports, design calculations, drawings, specifications, technical studies, and engineering submissions for compliance with standards, regulations, and project objectives.
• Evaluate engineering methodologies, constructability, maintainability, operational performance, safety, and lifecycle considerations for civil infrastructure works.
• Review civil engineering aspects of site development, grading, earthworks, utility corridors, infrastructure networks, and associated civil works.
• Coordinate multidisciplinary technical reviews to ensure integration between civil engineering, roads, drainage, utilities, irrigation, transportation, landscape, and other infrastructure systems.
• Support engineering assurance processes by reviewing technical deviations, design modifications, and compliance with applicable standards.
• Assess the civil engineering implications of design changes, scope modifications, Value Engineering proposals, and construction methodologies.
• Provide technical recommendations on engineering risks, constructability, cost, schedule, quality, maintainability, and lifecycle performance.
• Support the resolution of technical issues during design development and project implementation, identifying opportunities for innovation and improvement.
• Coordinate with Lead Developers, consultants, contractors, utility providers, government authorities, and regulatory agencies on civil engineering matters and approvals.
• Prepare technical assessments, engineering review comments, reports, executive summaries, and recommendations for management and the Client.
• Participate in technical workshops, design coordination meetings, multidisciplinary reviews, and stakeholder engagement sessions.

Qualifications and Experience

• Bachelor's Degree in Civil Engineering from an accredited university.
• Chartered Professional membership or equivalent professional accreditation.
• A minimum of fifteen (15) years of professional experience in civil engineering, infrastructure delivery, land development, transportation, utilities, or major capital projects.
• Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major infrastructure and land development programs in Saudi Arabia or the GCC.

This is a full-time position located in Riyadh, Saudi Arabia. The role involves working within a program management and PMCM team on a large-scale development program.
