About the Digital Cooperation Organization

The Digital Cooperation Organization (DCO) is an international intergovernmental organization established in November 2020. Its primary focus is to accelerate the growth of an inclusive and sustainable digital economy globally. The DCO brings together Ministries of Communications and Information Technology from its Member States with the aim of enabling digital prosperity for all. The organization supports youth, women, and entrepreneurs by leveraging the digital economy to drive economic growth and social prosperity through innovation.

Role Overview

The Senior Resource Mobilization & Funding Specialist will play a key role in supporting the execution of the DCO's strategic programs. This position involves identifying, evaluating, and developing high-impact funding opportunities worldwide. The role requires a blend of strategic analysis and relationship management, contributing to financial modeling while actively packaging, promoting, and managing various fundraising initiatives. The specialist will translate programmatic objectives into compelling investment cases to expand the Organization's funding network, engage strategic donors, and secure necessary resources to advance digital economy development for its members.

Key Responsibilities

• Support the development and implementation of operational plans aligned with DCO's strategic objectives.
• Contribute to the annual budgeting process and monitor fund utilization for financial efficiency and risk mitigation.
• Ensure compliance with established policies and procedures, identifying opportunities for system and process improvement.
• Collaborate with Digital Economy Accelerator functions and technical teams to structure programs into fundable opportunities.
• Develop and maintain donor intelligence to assess the feasibility, profitability, and strategic alignment of funding opportunities.
• Conduct due diligence, including financial, legal, and technical assessments, ensuring compliance with regulatory and DCO requirements.
• Lead the preparation of high-quality funding proposals and opportunity packages that articulate value propositions and meet donor expectations.
• Analyze and prioritize opportunities based on financial viability, ecosystem impact, and strategic alignment to inform decision-making.
• Manage donor reporting, relationships, and recognition to ensure transparency and fulfillment of commitments.
• Execute fundraising and promotional strategies in collaboration with Outreach and Global Communications teams, including campaigns, events, and digital initiatives.
• Serve as a key point of contact for funding partners, supporting negotiations and agreement finalization in coordination with Legal and technical teams.
• Monitor fund allocation and utilization across initiatives and produce transparency and accountability reports.

Qualifications and Experience

• A minimum of 5 years of professional experience in resource mobilization, venture capital, corporate finance, investment banking, or economic development.
• A Bachelor's degree in Business Administration, Economics, Finance, Development, or a related equivalent field is required.
• A Master's degree in Business Administration, Economics, Finance, Development, or equivalent is preferred.

This is a full-time position based in Riyadh.
