About the Role

Alfanar Projects is seeking a SR.MANAGER TENDER Building & Infra to lead and manage the end-to-end tendering process for civil construction and EPC projects. This full-time position is based in Riyadh and focuses on ensuring technically compliant, commercially competitive, and risk-adjusted bid submissions, with a strong emphasis on the Saudi Arabian market.

Job Purpose

The primary purpose of this role is to oversee tender strategy, cost estimation, proposal development, contract review, and stakeholder coordination. The Senior Manager will also be responsible for leading the tender team to achieve successful bid outcomes.

Key Responsibilities

• Lead the complete tendering lifecycle, from initial tender review and bid/no-bid assessment through proposal preparation, approval, and submission.
• Review tender documents, specifications, scope of work, Bills of Quantities (BOQs), drawings, and contractual requirements.
• Coordinate the preparation and finalization of technical and commercial proposals with relevant departments including engineering, procurement, finance, and legal.
• Ensure all submissions meet client requirements, tender deadlines, company procedures, and applicable standards.
• Lead BOQ analysis, cost estimation, pricing strategy, and the preparation of detailed tender cost breakdowns.
• Obtain and evaluate supplier and subcontractor quotations to ensure competitive pricing and alignment with project scope.
• Review contractual terms and conditions, identify commercial exposures, and recommend appropriate qualifications or deviations.
• Participate in commercial negotiations, claims reviews, change orders, and contractual clarifications.
• Identify technical, commercial, contractual, financial, and schedule-related risks for each tender, developing risk registers and mitigation strategies for major bids.
• Ensure comprehensive handover of tender documents, cost breakdowns, assumptions, exclusions, and technical clarifications to Supply Chain and Execution departments.
• Maintain accurate tender records, bid status reports, cost information, and post-bid analyses.
• Monitor market trends, competitor positioning, client requirements, and opportunities within relevant construction sectors.
• Establish standardized tendering procedures, review checklists, and quality controls to ensure complete and compliant submissions.

Qualifications and Experience

• A minimum of 10 years of experience in tendering for civil construction and EPC projects.
• Demonstrated experience in tender strategy, cost estimation, and proposal development.
• Strong understanding of contractual terms and conditions.
