About the Role

The UN Development Programme is seeking a Technical Consultant specialized in the Saudi Highway Code. This contract position is based in Riyadh, Saudi Arabia, with a hybrid work arrangement. The consultant will provide advisory support to the Monitoring and Compliance Sector of the Roads General Authority (RGA) to ensure adherence to the Saudi Highway Code and enhance road project quality, safety, and sustainability across the national road network.

Project Context

The Saudi Highway Code serves as the Kingdom's primary technical and regulatory reference for the planning, design, construction, operation, and maintenance of its road network. The RGA's Monitoring and Compliance Sector is responsible for enforcing this Code. As the national road network expands and infrastructure targets under Saudi Vision 2030 evolve, the Sector requires specialized technical support to interpret Code provisions, analyze compliance data, strengthen monitoring tools, and advise senior management on regulatory and technical matters. This consultancy will directly support these objectives.

Key Responsibilities

  • Technical Review and Interpretation: Review and interpret the Saudi Highway Code, advise on compliance monitoring, analyze technical challenges, propose solutions, and evaluate corrective action plans from non-compliant entities.
  • Technical Notes and Recommendations: Prepare technical notes and recommendations to ensure Code compliance during design, implementation, and maintenance phases.
  • Data Analysis and Monitoring Tools: Analyze field compliance data to identify frequent violations, recommend Code amendments or clarifications, and develop scientific methodologies for smart inspection checklists focused on high-risk factors.
  • Policy and Guide Updates: Contribute to updating the Sector’s technical guides and approved standards in line with the Code, and prepare guidance manuals for monitoring compliance.
  • Digital Transformation: Leverage technology and digital transformation to enhance compliance monitoring processes.
  • Capacity Building: Support the development of internal training programs on the Saudi Highway Code and its requirements.
  • Decision-Making Support: Prepare analytical reports and specialized studies for the Vice President on technical and regulatory implications, and participate in relevant technical committees.

Qualifications and Experience

  • A minimum of 10 years of relevant experience in highway engineering, road safety, or related fields, with specific expertise in the Saudi Highway Code.
  • Demonstrated ability to interpret complex technical and regulatory documents.
  • Experience in data analysis, developing monitoring tools, and preparing technical reports.

Work Arrangement

This is a 12-month part-time contract, with potential for renewal based on performance, funding availability, and business needs. The role operates on a hybrid model, requiring the consultant to be based at RGA Headquarters in Riyadh for meetings, workshops, and coordination sessions, with the remaining work conducted remotely. The consultant must be available in Riyadh at short notice for priority meetings and will submit monthly progress reports.

Reporting and Coordination

The consultant will report directly to the Head of the Monitoring and Compliance Sector and will coordinate with relevant General Departments and technical teams. Regular coordination meetings will be held with the Sector’s leadership to review progress and address any technical or regulatory matters requiring higher-level decisions.
