The Role of Road Safety Manager

Parsons is seeking an experienced Road Safety Manager to join its team in Riyadh, Saudi Arabia. This full-time role is central to ensuring engineering integrity, design compliance, and technical coordination throughout all phases of infrastructure and highway projects, including design, construction, and operation stages. The manager will lead coordination efforts with design consultants and contractors, working closely with key stakeholders across various project packages to ensure alignment with project standards and authority requirements.

Key Responsibilities

• Conduct road safety audits in accordance with established guidelines and procedures for road safety auditing and assessments across the MEA region.
• Serve as a road safety audit team leader (Senior Road Safety Auditor) for local and international road safety audits and assessments on Ring Roads and Main Roads within major Highway Programs in the MEA region.
• Perform road safety engineering, road traffic signage, and human factors in engineering.
• Conduct road safety reviews for complex highway projects, including dual carriageways, freeways, expressways, tunnels, bridges, interchanges, and intersections in developed residential/commercial environments.
• Execute road safety audits at all project stages and on various facility types under diverse traffic conditions, adhering to international and local KSA codes.
• Act as a Technical Adviser to road authorities for the development of policies, standards, and manuals related to road safety, road traffic signs and markings, and information transfer to road users.
• Design and deliver education and awareness initiatives and campaigns to enhance knowledge of road safety risks and opportunities, including presentations to senior client management committees.
• Develop and implement strategies to ensure appropriate levels of engagement and consultation with stakeholders.
• Ensure that program-wide stakeholders' road safety-related risks, issues, and opportunities are accurately captured.
• Advise on safety in design and ensure all disciplines understand and implement the principles of the Safe System Approach (Safe Roads/Roadsides, Safe Speeds, Safe Road Users, Safe Vehicles, and Post-Crash Response).
• Manage relationships with design companies and key stakeholders to foster smooth cooperation.
• Ensure technical risks are clearly identified, tracked, and mitigated throughout the project lifecycle.
• Monitor adherence to client requirements, project goals, and quality benchmarks.
• Maintain current awareness of international and regional codes, standards, and technical best practices.

Candidate Profile and Experience

The ideal candidate will possess 5 to 10 years of relevant experience in road safety management and auditing, with a strong background in infrastructure and highway projects. This role requires a professional capable of proactive risk resolution and ensuring alignment with project standards and authority requirements.

Technical Expertise and Compliance

A core aspect of this position involves a deep understanding of road safety auditing procedures and engineering principles. The manager will be responsible for applying international and local KSA codes to complex highway projects and providing expert advice on the development of road safety policies and standards. Maintaining current awareness of industry best practices is essential to ensure all technical risks are identified and resolved proactively.

Stakeholder Engagement and Project Oversight

Effective management of relationships with design companies and key stakeholders is crucial for project success. The Road Safety Manager will design and implement strategies for stakeholder engagement, capture road safety-related risks and opportunities, and monitor adherence to client requirements and quality benchmarks. This includes ensuring all disciplines integrate the Safe System Approach into their design processes.
