The Role of Testing & Commissioning Manager

El Seif Engineering Contracting is seeking a Testing & Commissioning Manager to join their team in Riyadh. This full-time role involves managing all testing and commissioning activities for ESEC projects, including developing testing strategies and methodologies, and overseeing timely and cost-effective progress.

Key Responsibilities

• Manage the selection, retention, and performance of MEP T&C Engineers, ensuring adherence to policies and procedures.
• Contribute to human resources initiatives such as succession planning, career growth, and organizational structure.
• Direct the development of KSA national employees within the function to support corporate objectives and Saudization targets.
• Lead knowledge dissemination to build internal capabilities and maximize performance.
• Conduct function affairs with high standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Ensure compliance with the Code of Ethics and promote company values among all employees, reinforcing a strong people culture and ethical business practices.
• Enhance the adoption and utilization of systems and ERP.
• Identify and track KPIs for the MEP T&C team, devising plans for improvement.
• Streamline and refine comprehensive policies, operational business processes, systems, and procedures.
• Provide leadership and guidance, monitoring teamwork and cooperation with Finance, Human Resources, Commercial, QHSE, Communication, and Technical Services functions.
• Conduct, chair, minute, and follow up on actions from formal Testing and Commissioning review meetings.
• Conduct workshop reviews with the Final Client, Contractor, and other Project Stakeholders.
• Ensure timely responses to Contractor submissions in line with the Master Project Schedule.
• Issue summary Testing and Commissioning documentation to the Client for confirmation.
• Assess all EHSQ risks of the Works, fulfilling information security requirements.
• Monitor, review, and report T&C requirements and achievements.
• Undertake regular reviews of supply chain/sub-contractors’ methods to ensure suitability.
• Monitor works for compliance with agreed systems.
• Ensure all statutory inspections are carried out.
• Identify training needs for project teams and ensure a plan is provided.
• Utilize recording tools and data to maintain an accurate project program position.
• Stay updated with current health and safety legislation.
• Maintain personal health and safety and that of others in the workplace.
• Follow and maintain Company Quality standards in accordance with Company Quality System requirements.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant field.
