About the Role

MADKOUR is seeking a qualified HSE Engineer to join its team in Makkah, with operations spanning Jeddah and Makkah. This full-time role focuses on ensuring strict compliance with SEC HSE standards, Saudi regulations, and international safety practices throughout the construction, testing, and commissioning phases of energy projects. The position requires a strong on-site presence, demonstrated safety leadership, and specific experience in electrical high-voltage (HV) environments.

Key Responsibilities

Implement and monitor the HSE Plan, ensuring alignment with SEC requirements, company policies, and Saudi regulations.
Conduct daily site safety inspections for HV substation activities, including GIS, transformers, switchgear, cable works, and testing & commissioning.
Ensure adherence to Permit to Work (PTW), Lockout/Tagout (LOTO), and energized work procedures.
Deliver toolbox talks, safety inductions, and awareness sessions to site staff and subcontractors.
Identify hazards, perform Risk Assessments & Job Safety Analysis (JSA), and verify the implementation of control measures.
Report and investigate incidents, near misses, and unsafe acts, issuing corrective and preventive actions as required.
Coordinate with SEC HSE representatives, consultants, and project management during audits and inspections.
Ensure the proper use of Personal Protective Equipment (PPE) and continuous compliance with site safety rules.
Maintain accurate HSE documentation, reports, and records.

Qualifications and Experience

A minimum of 2-5 years of experience in a relevant HSE role.
Proven experience in electrical high-voltage (HV) environments.
Strong understanding of SEC HSE standards, Saudi regulations, and international safety practices.
Experience with Permit to Work (PTW), Lockout/Tagout (LOTO), and energized work procedures.
Ability to conduct risk assessments and job safety analyses.

Work Environment

This is a full-time position based in Makkah, Kingdom of Saudi Arabia, with responsibilities extending to projects in Jeddah. The role requires significant on-site presence and direct engagement with construction, testing, and commissioning activities within energy projects.
