About the Role

Key Talent Solutions is seeking an experienced Human Resources Manager for a leading construction and contracting company. This full-time position is based in Jeddah, Makkah, Saudi Arabia, and focuses on leading the human resources function for a growing project workforce.

Role Context and Objectives

The Human Resources Manager will oversee all HR operations, providing strategic and operational support within a project-based environment. A strong understanding of site-based manpower requirements and Saudi employment practices is essential to ensure effective workforce management and compliance.

Key Responsibilities

• Lead recruitment and mobilisation for project, technical, site, and corporate positions.
• Develop and implement HR policies, procedures, and workforce plans.
• Manage employee relations, performance management, disciplinary matters, and grievances.
• Oversee onboarding, contracts, payroll coordination, leave, attendance, and employee records.
• Support manpower planning across multiple projects and departments.
• Ensure compliance with Saudi labour requirements and company policies.
• Manage employee transfers, renewals, exits, and end-of-service processes.
• Coordinate with project managers and department heads on workforce requirements.
• Monitor HR metrics, headcount, turnover, and recruitment progress.
• Support Saudization and national workforce development initiatives.
• Lead and develop the HR team while improving HR systems and processes.

Required Qualifications and Experience

• Proven experience as an HR Manager, with 5-10 years of experience, specifically within a construction or contracting company.
• Strong understanding of project-based and site-based workforce management.
• Experience managing recruitment, mobilization, and employee relations.
• Good knowledge of Saudi labor regulations and HR compliance.
• Experience working with HR systems, payroll processes, and government employment platforms.
• Strong leadership, communication, and stakeholder-management skills.

This is a full-time position located in Jeddah, Makkah, Saudi Arabia. The role requires engagement with a dynamic, project-based work environment typical of the construction and contracting industry.
