About Saudi Gold Refinery Co. and the Opportunity

Saudi Gold Refinery Co. (SGR) is a Saudi mining and precious-metals company specializing in the refining of gold and precious metals, bullion production, and value-added services. Operating within the Kingdom’s mining value chain, SGR aligns with Vision 2030 and adheres to the regulatory framework set by the Ministry of Industry and Mineral Resources (MIM), along with applicable Saudi and international standards. SGR is seeking an HR Operations Manager for a full-time position in Ha'il, Saudi Arabia. This role requires 5-10 years of experience and is central to managing HR administrative and compliance functions for our refining and laboratory workforce.

Role Purpose and Impact

The HR Operations Manager will lead the administrative and compliance functions, ensuring accurate payroll processing, strict adherence to Saudi labor laws, and seamless management of government platforms for a diverse industrial employee base. This position directly supports the operational stability of the refinery by maintaining rigorous data integrity and regulatory compliance. Reporting directly to the VP of HR, the role plays a key part in safeguarding the company against regulatory risk through precise execution of HR processes, directly impacting employee satisfaction and operational continuity by ensuring timely and accurate compensation and benefits administration.

Key Responsibilities

  • Validate monthly attendance and allowance data to ensure accurate payroll processing for shift workers and corporate staff.
  • Maintain full compliance with MHRSD regulations by managing Qiwa, Mudad, and GOSI submissions accurately and on time.
  • Ensure all employee data in the HRIS is current and accurate to support reliable reporting and audit readiness.
  • Monitor Nitaqat ratios and collaborate with recruitment to meet Saudization targets for the industrial sector.
  • Manage external vendors for medical insurance and payroll services to ensure service level agreements are met.
  • Oversee administrative onboarding and offboarding processes to ensure smooth transitions and legal compliance.
  • Prepare and provide accurate employment records and transaction logs for internal and external audits.
  • Identify inefficiencies in HR operations and implement standardized procedures to improve productivity.

Performance Metrics

Success in this role will be measured by:

  • Achieving zero penalties or violations from MHRSD or GOSI due to compliance errors.
  • Maintaining a payroll accuracy rate of ** or higher in every monthly cycle.
  • Sustaining the Nitaqat Saudization tier status required for industrial operations.
  • Ensuring 100% completion of employee file audits with no missing critical documents.
  • Reducing manual HR administrative tasks through process automation.
  • Timely resolution of 95% of employee HR queries within defined SLAs.
  • Successful renewal of all work permits and residencies before expiration dates.

Qualifications and Experience

Candidates for this position should possess:

  • A minimum of 5-10 years of experience in HR operations or a related field.
  • Demonstrated expertise in Saudi labor laws and regulations, including MHRSD, Qiwa, Mudad, and GOSI.
  • Proficiency in HRIS management and data integrity.
  • Experience with payroll processing and compliance.
  • Proven ability to manage vendor relationships and service level agreements.
  • Strong analytical skills for process optimization and audit preparation.
