About the Role

Parsons Corporation is seeking a Procurement Contract Engineer to join their team in Makkah. This full-time role involves managing day-to-day procurement activities for infrastructure delivery programs, ensuring compliance with client objectives and regulatory standards. The position requires a professional with 5-10 years of experience in procurement, focusing on pre-contract activities.

Key Responsibilities

  • Perform daily procurement activities for infrastructure delivery programs, meeting performance targets against Key Performance Indicators (*, Tender Event Schedule).
  • Ensure compliance with client objectives, strategies, policies, plans, procedures, and applicable regulations/standards.
  • Develop procurement documentation such as Tender Event Schedules, Procurement Plans, Pre-Qualification Questionnaires, Pre-Qualification Evaluation Reports, Tender Plans, and Award Recommendations.
  • Manage procurement processes, including vendor selection, negotiation, and contract award.
  • Implement best practices, methodologies, and strategies as required, and identify opportunities for improvements and innovations.
  • Coordinate procurement activities with the client, within the Infrastructure program management team, and with other stakeholders.
  • Coordinate the registration of potential vendors and engage with local/international markets.
  • Manage and maintain procurement records and ensure compliance with the client’s Local Content policy.

Qualifications and Experience

  • A graduate degree (*, BSc, BA, LLB, or similar) is required.
  • A minimum of 5 years of relevant experience is required.
  • Familiarity with various contract forms (lump sums, unit rates/re-measurable, early contractor involvement, design & build) for diverse infrastructure projects (roads, railway systems, power substations, district cooling plants, telecoms, water supply, reservoirs and pumping stations, firefighting systems, irrigation systems, drainage, wastewater treatment plants).
  • Proven pre-contract procurement experience, including design & build contracts, is essential (not post-contract/QS-focused).
  • Prior experience on the client’s and/or PMCM consultant’s side or with Oil & Gas EPC companies is preferred.
  • Knowledge of PIF Development Companies’ operating models is highly desired.
  • Prior experience on Airport/Infrastructure projects is highly desired.

Required Skills

  • Ability to independently perform day-to-day procurement activities.
  • Extensive knowledge of procurement functions, industry practices, and regulations.
  • Proficiency with technologies and systems such as Microsoft Office Suite, ACONEX, and Oracle.
  • Fluent in English, with excellent written and oral communication skills.
  • Demonstrated stakeholder management skills, including coordination with clients, program teams, and other stakeholders in face-to-face meetings.
  • A work style characterized by independent execution, prioritization, multi-tasking, attention to detail, and adherence to deadlines.

Work Type

This is a full-time position based in Makkah, Saudi Arabia. Salary details will be disclosed during the hiring process.
