About WSP Middle East

WSP Middle East is seeking a Site HSE Manager to lead Health, Safety, and Environmental initiatives for a project in Makkah. This contract role requires a professional with extensive experience in site-based HSE management and a commitment to fostering a strong safety culture.

The Role of Site HSE Manager

The Site HSE Manager is responsible for the comprehensive leadership and management of all Health, Safety, and Environmental (HSE) activities at the project site. This position ensures strict compliance with applicable legal, regulatory, client, and company requirements. Key aspects of the role include supporting the implementation and continuous improvement of the HSE Management System (HSEMS), providing essential technical guidance to project teams, and actively promoting a proactive safety culture across all site operations.

Key Responsibilities

  • Lead and oversee day-to-day HSE activities and supervision at the project site, ensuring compliance with applicable legal, regulatory, client, and project HSE requirements.
  • Support the implementation, maintenance, and continual improvement of the Health, Safety and Environment Management System (HSEMS) across site operations.
  • Conduct and coordinate site HSE inspections, audits, and compliance monitoring activities, identifying gaps and following up on corrective and preventive actions.
  • Review, develop, and update HSEMS documentation, including HSE plans, procedures, risk assessments, work instructions, and other relevant HSE documents.
  • Provide technical HSE guidance and support to site teams, contractors, and other stakeholders to ensure effective implementation of HSE requirements and good industry practices.
  • Engage and coordinate with the Client and relevant stakeholders on day-to-day HSE matters, compliance requirements, performance, and improvement initiatives.
  • Support regulatory compliance activities.
  • Monitor HSE performance, identify areas for improvement, and support implementation of appropriate corrective and improvement measures.

Required Qualifications and Experience

  • Demonstrated experience of over 10 years in site-based HSE management and supervision.
  • Relevant experience in HSE regulatory compliance and engagement with regulatory authorities.
  • Demonstrated experience in conducting and/or supporting HSE audits, inspections, and compliance assessments.

Work Environment and Location

This is a contract position, requiring full-time presence at the project site in Makkah. The role involves active participation in site operations to ensure the highest standards of health, safety, and environmental protection.
