HSE Lead Role in Neom

Jacobs is seeking an HSE Lead to join its team in Neom, Al Jawf. This full-time role involves providing leadership for health, safety, and environmental activities during the completion, commissioning, handover, and close-out phases of a major water infrastructure project. The position focuses on maintaining a strong safety culture, managing risks during final project activities, ensuring contractor compliance, and facilitating a safe transition to operations.

Key Responsibilities

  • Lead all HSE activities related to project completion, commissioning, startup, and handover.
  • Ensure compliance with project HSE plans, NEOM requirements, regulatory obligations, and Jacobs policies.
  • Monitor contractor HSE performance and provide leadership to drive continuous improvement and safe execution of works.
  • Conduct regular site inspections, audits, workplace observations, and compliance reviews across all project work fronts.
  • Review and approve risk assessments, method statements, permit-to-work activities, and commissioning safety plans.
  • Lead investigations into incidents, near misses, and safety observations, ensuring effective corrective and preventive actions are implemented.
  • Provide HSE support during testing, commissioning, energization, startup, and system integration activities.
  • Coordinate emergency preparedness planning, drills, and response activities with project stakeholders.
  • Develop and present HSE performance reports, trends, KPIs, and recommendations to project leadership.
  • Support operational readiness, handover, and close-out activities, ensuring all HSE obligations and documentation requirements are completed.

Qualifications and Experience

  • Minimum of 10 years of HSE experience in major infrastructure, utilities, water, industrial, energy, or construction projects, with specific experience in commissioning and project close-out activities.
  • Strong knowledge of HSE management systems, risk management, incident investigation, permit-to-work systems, commissioning safety, contractor management, emergency response planning, and regulatory compliance.
  • Proficiency in Microsoft Office, HSE reporting systems, incident management platforms, document control systems, and digital project environments.
  • Experience supporting project delivery, contractor oversight, risk mitigation, audit programs, and operational readiness activities within complex project environments.
  • Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • NEBOSH International Diploma, NVQ Level 5/6, CSP, CMIOSH, or equivalent professional HSE qualification is preferred.
  • Previous experience in the Middle East and on large-scale infrastructure projects is advantageous.

Work Environment
