About the Role

PaxOcean is seeking an Operations Head Supply Base to lead the early startup of supply base operations in Al Jubayl, Saudi Arabia. This full-time role is located at the New Supply Base setup in Ras Al Khair Port, aligning with the group’s long-term business direction.

Key Responsibilities

  • Develop and improve operational strategies in line with requirements from Saudi Port Authorities, Coast Guards, and Customs (Zakat) office within the Port.
  • Execute supply base operations to achieve revenue and margin targets for supply base operations and ship repair services.
  • Engage with new clients and ensure customer-centric support for Marine and Offshore customers operating in KSA.
  • Manage vessel movement operational processes in accordance with Port Authority (Mawani) and Coast Guard requirements, including engaging Mawani harbour tugs.
  • Plan and execute stevedoring operations to ensure safe and secure handling of incoming vessels.
  • Oversee project load-out operations (SPMT/Cranes) for modules, blocks, and subsea pipelines onto laydown barges.
  • Handle marine warranty surveyor engagements to ensure sea fastening and load-out operations comply with instructions.
  • Follow up with new clients to promote PFMC capabilities and services, aiming to generate new revenue streams.
  • Manage site enquiries from customers and collaborate with the commercial team for timely responses.
  • Follow up on tenders with customers and agents, and negotiate contracts/projects.
  • Ensure timely tender estimation by the commercial estimator.
  • Manage client relationships for PFMC within the port.
  • Lead the PFMC Operations team to maintain optimal critical inventory levels for materials and consumables.
  • Ensure internal stakeholders understand and adhere to contractual obligations and identify process violations.
  • Assess risks and provide recommendations based on analysis of business factors.
  • Provide functional and management support for Change Management, including negotiation and settlement of Change/Variation Orders with clients.
  • Review existing company procedures and policies on commercial management, offering feedback for refinement and updates.

Qualifications and Experience

  • Bachelor's degree in Marine Engineering or Naval Architecture.
  • Minimum of 5-10 years of relevant experience in operations within Saudi Ports or Supply Bases.
  • Strong understanding of Mawani, Coast Guards, and Customs Regulatory Functions is preferred.
  • Proficiency in Microsoft applications (Excel, Word) and Microsoft Project.
  • Familiarity with SAP Project Management.
  • Demonstrated team management experience.

Work Environment

This role is based in Al Jubayl, Saudi Arabia, and involves leading operations at a new supply base setup in Ras Al Khair Port. The position requires a full-time commitment.
