About Refad and the Role

Refad (رفاد) is seeking an experienced Development Manager to join its team in Al Khobar (الخبر), Eastern region. This full-time role involves leading and managing mixed-use real estate development projects from their initial concept through to final delivery. The successful candidate will oversee feasibility studies, design coordination, stakeholder management, budgeting, approvals, and project execution, ensuring alignment with commercial, operational, and strategic objectives.

Key Responsibilities

Lead the planning and development of mixed-use real estate projects.
Conduct and manage feasibility studies, market assessments, and financial evaluations.
Coordinate with consultants, contractors, and internal stakeholders throughout the development lifecycle.
Manage project budgets, schedules, risks, and regulatory approvals.
Oversee design development to ensure compliance with operational, technical, and sustainability requirements.
Support tendering, procurement, and contractor selection processes.
Monitor project progress and ensure successful delivery within approved timelines and budgets.
Collaborate closely with Investment, Finance, Project Management, Property Management, and Procurement teams.
Prepare executive reports and provide regular updates to senior management.

Required Qualifications and Experience

Bachelor’s degree in Real Estate, Architecture, Urban Planning, Engineering, or a related field.
8–12 years of experience within a real estate development company.
Proven experience delivering mixed-use real estate developments.
Strong understanding of feasibility studies, development planning, design management, and project delivery.
Excellent stakeholder management, negotiation, and communication skills.

Preferred Background

Candidates with experience in the following areas will be considered an advantage:

Mixed-use developments.
Commercial projects.
Hospitality developments.
Logistics hubs and warehousing projects.
PMP certification.
