About the Role

Standard Chartered is seeking an Assistant Manager, Self-Supervisory Unit (SSU) to join our team in Riyadh, Saudi Arabia. This full-time role is central to ensuring compliance with regulatory requirements issued by the Saudi Central Bank (SAMA). The Assistant Manager will primarily focus on the effective management of requests and inquiries received through SAMA Net and Tanfeeth portals, overseeing critical financial crime compliance functions and supporting the SSU team.

Key Responsibilities

  • Manage and oversee Self-Supervisory Unit (SSU) investigations from initial referral through case closure, including sanctions screening and case investigations.
  • Review and authorize requests and inquiries received through Saudi Central Bank (SAMA) Net and Tanfeeth systems.
  • Review and authorize freezing and blocking actions relating to legal and natural persons in accordance with regulatory instructions.
  • Prepare and submit regulatory reports in compliance with Saudi Central Bank (SAMA) requirements and prescribed timelines.
  • Maintain and enhance electronic databases and records for all SSU cases, requests, and inquiries.
  • Monitor United Nations resolutions and local regulations relating to counter-terrorism financing, ensuring internal policies remain aligned.
  • Develop, review, and continuously enhance SSU policies, procedures, controls, and operational processes.
  • Lead the development, testing, and maintenance of the SSU Business Continuity Management (BCM) framework.
  • Apply Financial Crime Compliance (FCC) policies relating to Anti-Money Laundering (AML), client screening, transaction monitoring, and risk assessment.
  • Conduct root cause analysis of control failures and recommend improvements to strengthen the control environment.
  • Perform Quality Control Oversight (QCO) activities relating to AAA and ACT transaction screening processes.

Strategic Contribution and Governance

  • Support the implementation of the Financial Crime Compliance (FCC) strategy within Saudi Arabia.
  • Provide guidance on the interpretation and application of FCC regulations, laws, best practices, and policies to stakeholders.
  • Assess and monitor risks arising from products, customer segments, geographies, and transactions, escalating Anti-Money Laundering (AML) and financial crime risks as appropriate.
  • Represent the Bank at Saudi Central Bank (SAMA) Self-Supervision Committee and other regulatory meetings, ensuring compliance with committee decisions and governance requirements.
  • Support the development of the SSU team through coaching, training, and knowledge sharing, fostering a culture of integrity, accountability, and risk awareness.

Qualifications and Experience

Candidates for this role should possess 5-10 years of experience in financial crime compliance, anti-money laundering, or a related regulatory field, preferably within the banking sector. A strong understanding of Saudi Central Bank (SAMA) regulations, particularly those pertaining to self-supervision, sanctions, and counter-terrorism financing, is required. The role demands proven ability in managing investigations, interpreting regulatory requirements, and contributing to policy and process development.
