About the Role

The Ministère des Affaires étrangères français is seeking an Attaché de coopération (F/H) to join the Embassy of France in Yemen, which is based in Riyadh, Saudi Arabia. Reporting to the Ambassador and the Deputy Head of Mission, this role is central to guiding cooperation policy to advance French interests and influence in Yemen. The position involves the development, execution, and oversight of cooperation projects across humanitarian, stabilization, and development sectors, alongside managing the embassy's cultural, linguistic, and academic initiatives.

Key Responsibilities

• Identify, design, negotiate, and implement cultural cooperation projects in cinema, literature, linguistics, academia, research, and heritage with Yemen.
• Define, establish, and manage the annual budgetary programming for Programs 185 and 209, including the administration of budgets, scholarships, missions, and invitations via the Crocus tool.
• Seek additional co-financing opportunities and leverage partnerships with other donors and the private sector.
• Promote the learning of the French language in Yemen, including supporting the Hadramout Language Institute, exploring the opening of a French language center in Taez, and engaging with Yemeni university French departments.
• Collaborate with the French Institute of Egypt (IFE) to support Yemeni students residing in Cairo in their French language studies.
• Examine the feasibility of establishing a cultural space and language center in Aden, potentially as a European space.
• Act as the humanitarian correspondent, promoting actions in humanitarian, stabilization, and development sectors in alignment with the Ministry of Europe and Foreign Affairs' humanitarian channels and humanitarian operators.
• Monitor the post's specific funds (cybersecurity and health) and follow humanitarian issues closely.
• Participate in online and Amman-based international coordination meetings for aid to Yemen, engaging with donors, UN agencies, the EU Delegation, international and local NGOs.
• Develop and maintain relationships with local Yemeni authorities (technical ministries, governorates), operators, and other French cooperation actors, as well as with beneficiaries of cooperation actions.
• Promote French expertise in cooperation and enhance its visibility, contributing to social media engagement.
• Develop and foster connections with Yemeni civil society within Yemen and with the diaspora abroad.

Qualifications and Requirements

• Master's degree in International Relations and/or Political Science, Economics, or Project Management.
• Recognized professional experience in the humanitarian and development sectors, preferably with international organizations and/or international NGOs.
• Preference for candidates with experience in the North Africa and Middle East (NAME) region.
• Knowledge of Yemen would be an advantage.
• Familiarity with or proficiency in a local language would be an asset.
• Knowledge of the region is also considered an asset.
