The Role of Commercial Manager

PMKConsult is seeking a Commercial Manager to join its team in Riyadh, Saudi Arabia. This full-time position requires 5-10 years of experience and involves leading commercial services from pre-contract stages through to post-contract administration, ensuring compliance with industry standards and regulatory requirements.

Key Responsibilities

Lead pre-contract commercial services, including cost plans, estimates, budgets, and benchmarking from concept to tender.
Prepare quantities, measurement, and cost models using CostX, in accordance with NRM/POMI and client requirements.
Develop procurement strategies and tender documentation, including Bills of Quantities (BOQs) and pricing schedules.
Manage tender processes, including tender analysis, clarifications, and award recommendations.
Support post-contract administration of FIDIC contracts, including valuations, variations, cost reports, and final accounts.
Prepare cost reports, forecasts, and cash flow projections, highlighting commercial risks.
Act as the day-to-day commercial contact for clients, design teams, and contractors.
Supervise and develop Quantity Surveyors and Assistant Quantity Surveyors.
Ensure compliance with RICS standards, internal Quality Assurance procedures, and KSA regulatory requirements.
