About the Role

Hill International, Inc. is seeking a Construction Management Manager to join their team in Riyadh, Saudi Arabia. This full-time role is central to ensuring that construction projects are executed safely, effectively, and efficiently, adhering to timelines and budgets in line with client objectives. The manager will oversee all phases of construction projects, from initial planning and design through to execution and completion.

Key Responsibilities

  • Manage and oversee all phases of construction projects, from planning and design to execution and completion.
  • Ensure that contractors and supervision consultants adhere to established processes and procedures, and maintain risk registers for all projects.
  • Assess the client's existing project and construction management staff capabilities and recommend appropriate roles and responsibilities.
  • Develop and refine department operating structures, including organizational charts, roles, and responsibilities, and deploy tools such as software and international best practices.
  • Develop and implement project plans, including budgets, schedules, and resource allocation.
  • Coordinate with architects, engineers, contractors, and other stakeholders to meet project requirements.
  • Monitor project progress, identify issues or delays, and implement resolutions.
  • Ensure compliance with all relevant regulations, codes, and standards.
  • Manage and negotiate contracts with suppliers, subcontractors, and vendors, ensuring adherence to contractual obligations.
  • Provide regular updates and reports to senior management on project status, risks, and opportunities.
  • Lead and supervise a team of construction professionals, offering guidance, mentoring, and support.
  • Implement and enforce safety protocols and procedures to maintain a safe working environment.
  • Support the client in preparing scopes of work for construction RFPs and site supervision contracts.
  • Review Project Execution Plans from contractors, ensuring comprehensive coverage of health, safety, and environmental aspects.
  • Lead health, safety, security, and environmental incident investigations and update relevant data in monthly reports.
  • Review resource allocation for new projects to ensure sufficient resources from both contractors and supervision consultants.
  • Report project progress, highlight concerns, provide recommendations, and implement agreed mitigation measures.
  • Monitor project progress against schedule and cost plans, advising the client of any concerns.
  • Review monthly reports from contractors and supervision consultants.
  • Prepare and issue project monthly dashboards and reports at the project level.
  • Implement the project EDMS, ensuring all project documentation complies with the client’s document management system.
  • Ensure timely and accurate data input to the PMIS at the project level.
  • Follow up on the implementation of agreed action plans and escalate issues to higher management as needed.
  • Review supervision consultant recommendations for recovery plans, contractor claims, or extension of time requests.
  • Ensure the submission of monthly invoices by the contractor, develop and update project cash flow forecasts, and prepare estimates for variations.
  • Implement a system for tracking labor efficiency based on achieved installed quantities against durations in the project master schedule, capable of generating periodic status reports.
  • Adhere to Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
  • Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

  • A minimum of 10 years of experience in construction management.
  • Demonstrated ability to manage complex construction projects from inception to completion.
  • Strong understanding of project management processes and procedures.
  • Experience in risk management and establishing risk registers.
  • Proficiency in developing and implementing project plans, budgets, and schedules.
  • Familiarity with relevant regulations, codes, and standards in the construction industry.
  • Experience in contract negotiation and management with various stakeholders.
  • Proven leadership skills with the ability to guide and mentor a team of professionals.
  • Strong knowledge of health, safety, security, and environmental protocols.

This is a full-time position based in Riyadh, Saudi Arabia, requiring a commitment to ensuring project success within a dynamic construction environment. The role involves working closely with clients, contractors, consultants, and internal teams to achieve project objectives.
