About the Role

IDOM Consulting, Engineering, Architecture is seeking a highly skilled Cost Control Manager to join its Project and Construction Management team in Riyadh. This full-time position is within the Infrastructure Division and requires specific expertise in Civil Engineering and Transportation projects, including roads, highways, bridges, and tunnels in urban environments.

Key Responsibilities

• Lead all cost control activities, including developing accurate cost estimates, monitoring project expenses, and identifying cost-saving opportunities to ensure project completion within budget.
• Develop and implement effective cost control strategies and procedures.
• Prepare and present comprehensive cost estimates reports, budget forecasts, and change proposal analyses to management and the Client.
• Analyze project costs to identify areas for cost reduction.
• Represent the Consultant in meetings with the Client, third parties, and contractors on cost-related matters.
• Oversee the application and payment process to ensure accuracy and contractual adherence.
• Coordinate with project managers and other discipline managers to track and control project costs.
• Act as a liaison between the consultant project team and the client, addressing all cost control issues and understanding client requirements.
• Provide guidance and support to the client on cost control matters.
• Manage client expectations and ensure satisfaction.
• Ensure adherence to Quality Control processes to deliver high-quality work.
• Coordinate with other discipline managers to provide direction to consultant staff and foster collaboration.

Qualifications and Experience

• Bachelor’s degree in Engineering, Business, Quantity Surveying, or a related field (or equivalent work experience).
• Formal qualifications or affiliations with RICS, IQS, or CIOB.
• Over 15 years of experience in project and construction management, primarily as a Consultant on mega construction projects. Candidates with exclusive contractor experience will not be considered.
• Experience in at least one project involving ROADS. Candidates without clear road project experience will not be considered.
• Understanding of construction, design, and engineering principles.
• Familiarity with local building codes, regulations, and safety standards.

Required Skills and Attributes

• Proficiency in English. Arabic language is a plus.
• Excellent communication and report writing skills.
• Strong social skills, teamwork, problem-solving abilities, autonomy, flexibility, and technical rigor.
• Willingness to work in a multinational firm environment.

Additional Requirements

• Transferable Iqama if not a Saudi national.
• Must be based in Riyadh.
• Valid SCE membership.
