Data Management Director

About the Role

The Zakat, Tax and Customs Authority is seeking a Data Management Director to join their team in Riyadh, Saudi Arabia. This full-time role involves overseeing the implementation of data management strategies and directing the development of related policies and procedures. The Director will ensure effective data management practices within the organization.

Purpose of the Position

The Data Management Director is responsible for managing the proper implementation of the data management strategy. This includes directing the development and updates of policies and procedures, assessing and approving suggested improvement plans, and following up on their implementation to secure effective data management across the Authority.

Key Responsibilities

• Contribute to the development of the Data Management Office business plan, ensuring alignment with ZATCA's overall strategy.
• Develop the operational plan for Data Management in line with the Data Management Office business plan and the Risk & Analytics strategic plan.
• Implement plans and provide input to achieve Data Management goals that support ZATCA’s strategic objectives.
• Discuss Data Management budgeting requirements with top management and provide input to the budgeting process.
• Ensure effective utilization of the Data Management budget and report accurately on progress and challenges.
• Investigate and propose initiatives that result in positive financial impact for Data Management and mitigate financial and operational risks.
• Develop Data Management strategy, plans, initiatives, and programs in line with best practices and ZATCA’s strategic direction, rules, and regulations.
• Promote awareness in data protection, automation, and storage across the organization and build communication channels for proper information sharing regarding data-related laws, rules, and regulations.
• Direct the development of data management policies, standards, and procedures, ensuring alignment with ZATCA’s overall strategy.
• Lead the development of programs managing metadata and information assets to ensure integrity and quality.
• Manage the development of roles, responsibilities, and rules related to data owners to facilitate traceability of data breaches.
• Follow up on the implementation of data management plans and review identified data issues, intervening for resolution when needed.
• Recommend improvement areas and guide the development of new data management projects to optimize data use within policy guidelines.
• Monitor the proper implementation of data management projects to ensure accurate and prompt delivery of services requested by ZATCA’s functions.
• Oversee the implementation of improvement action plans to minimize new data-related issues.
• Review developed reports and data assessments to track ZATCA’s compliance levels with data standards and policies.

People Management

• Participate in the identification and recruitment of key talent.
• Guide, mentor, and support direct reports to execute duties according to established policies and processes.
• Develop individual performance objectives, provide necessary support, evaluate team performance, and provide regular feedback.
• Establish a high-performance working environment and promote ZATCA values.

Qualifications and Experience

Candidates for this role should possess between 5 to 10 years of relevant experience in data management or a related field. The salary for this position will be disclosed during the recruitment process.
