Director Geospatial Data Governance

About the Role

Qiddiya Investment Company (QIC) is seeking a Director - Geospatial Data Governance to provide strategic leadership and management for the company's enterprise geospatial capabilities. This full-time position, based in Riyadh, Riyadh Province, is responsible for the governance, continual improvement, and strategic direction of QIC’s geospatial assets. The role involves leading the GIS team and serving as the business owner for the Esri Enterprise platform, ensuring geospatial information is managed as a trusted enterprise asset across various initiatives including planning, design, construction, operations, and digital twin development.

Key Responsibilities

• Develop and execute the enterprise geospatial strategy and roadmap, aligning GIS initiatives with corporate objectives and digital transformation programs.
• Establish and maintain enterprise GIS governance frameworks, policies, standards, and procedures, including defining authoritative geospatial datasets and managing their lifecycle.
• Serve as the business owner for the Esri Enterprise environment, overseeing ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Server, and Enterprise Geodatabases (SDE).
• Govern the design, structure, and management of enterprise geodatabases, establishing standards for data editing, reconciliation, and publishing workflows.
• Define enterprise GIS quality management frameworks, establishing validation rules, quality controls, and overseeing QA/QC activities.
• Define digital geospatial deliverable requirements for projects, supporting stage-gate reviews and technical assurance processes.
• Lead the integration of GIS with BIM, CAD, asset management systems, digital twins, and other enterprise platforms, establishing interoperability standards.
• Lead and develop a high-performing GIS team, providing mentoring, coaching, and professional development opportunities.
• Build strong relationships across business units and executive leadership teams, representing geospatial interests in enterprise governance forums.

Qualifications and Experience

• Bachelor's degree in Geographic Information Systems, Geomatics, Surveying, Geography, Information Management, Computer Science, Engineering, or a related discipline.
• Minimum of 10-15 years of experience in GIS, geospatial information management, or enterprise spatial systems.
• Minimum of 5-10 years of experience in leadership and people management roles.
• Demonstrated experience managing enterprise GIS environments and large-scale geospatial programs.

Desirable Qualifications

• Master's degree in GIS, Geomatics, Information Management, Data Management, Engineering, or Business Administration.
• Esri Technical Certification.
• Project Management certification (PMP, PRINCE2, or equivalent).
• Data Governance or Information Management certifications.

Work Environment

The Director will lead a dedicated GIS team and collaborate with various internal and external stakeholders to achieve strategic objectives.
