Bechtel is responsible for managing the infrastructure program for the 6 km2 Masterplan, encompassing early works, utilities, and public spaces, with a planned transition to a mixed-use legacy development post-event.

The Design Project Manager Role

The Design Project Manager (EXPO) reports directly to the Technical Director and leads a multi-disciplinary team of technical specialists. This position involves interpreting, organizing, executing, and coordinating the engineering and technical aspects for the concept Masterplan of infrastructure works. The Design Project Manager is accountable for the performance of the customer’s appointed Design Consultants in delivering infrastructure design within established budgetary, schedule, and quality parameters. The role also includes deputizing for the Technical Director as the primary Delivery Partner representative on technical matters to the Customer when required, and coordinating with the vertical assets PMC and their Project Engineering teams.

Key Responsibilities

• Assume full technical responsibility for interpreting, organizing, executing, and coordinating the delivery of the infrastructure masterplan and detailed design.
• Establish and maintain a high-quality multi-discipline team of engineering specialists, providing overall leadership, direction, and motivation.
• Develop and maintain Engineering Management Plans & Procedures, ensuring compliance with the Customer’s project governance requirements.
• Establish and maintain robust engineering progress and performance measurement processes and reports.
• Lead the review of design deliverables, including constructability, value engineering, and safety in design considerations.
• Coordinate with Project Stakeholders and conduct presentations as required, including Stage Gate Reviews.
• Manage and account for the timely delivery of all design submissions.
• Provide input to and manage the engineering elements of project capital estimates (proposals and execution), quantities, and budgets.
• Review major changes or deviations in project scope, material quantities, budget, or schedule, assisting with defining changes, obtaining accurate estimates, and notifying trends in accordance with Project Change Control procedures.
• Ensure engineering coordination efforts with Project Manager, Procurement/Contracts, Construction, Startup, Environmental Safety and Health (ES&H), and Project Controls.
• Direct the preparation of project studies, reports, forecasts, and special engineering reports.
• Manage design subcontractors, subconsultants, and contractors to ensure timely and budget-compliant project delivery.
• Ensure compliance with infrastructure design and construction requirements.

Qualifications and Experience

• Bachelor's or Master's degree (or international equivalent) in an engineering discipline.
• Minimum of 15 years of relevant experience, including Master Planning.
• Demonstrated experience in delivering major infrastructure and masterplan projects.
• Strong and varied experience in creating, developing, and leading teams.

• Working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit.
• Working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks.

Preferred Experience

• Previous, related working experience in the Middle East.
• Previous experience and expert knowledge of KSA labor laws, working practices, and requirements.
• Understanding of current innovations in infrastructure works, including applications of AI.
• Understanding of infrastructure international regulatory codes, standards, and design criteria relating to infrastructure design.
