About the Role

The National Bank of Bahrain is seeking a Head of HR (Branch) to lead Human Resources and Administration functions at its branch in Riyadh, Saudi Arabia. This full-time position is critical for ensuring the effective application of HR policies and procedures, providing strategic support to the overall business plan, and offering expert advice to senior management on all HR-related matters. The role holder will be responsible for maintaining operational excellence and strategic alignment within the branch's HR framework.

Strategic HR Leadership

The Head of HR will drive strategic HR initiatives, ensuring alignment with Group HR and bank-wide objectives. Key responsibilities include:

  • Aligning branch HR strategy with Group HR and bank-wide strategies to achieve annual Key Performance Indicators (KPIs).
  • Researching and implementing HR best practices to support organizational objectives.
  • Developing and managing the HR budget efficiently to meet business requirements.
  • Managing organizational continuity through succession planning, talent development, and acquisition.
  • Providing consultation to management on sensitive employment issues, disciplinary actions, and terminations.
  • Overseeing and proposing changes in Compensation and Benefits, including compensation design.
  • Ensuring effective communication and implementation of the performance management system.
  • Managing the identification of learning and development needs for branch employees.

Operational HR Management and Compliance

This role ensures the smooth and compliant execution of all HR operational activities, including:

  • Ensuring adherence to SAMA regulations for hiring, transferring, and off-boarding, and managing all reporting requirements.
  • Overseeing HR operational activities such as Payroll, Final Settlements, Medical Insurance, staff loans, and expatriate work permits.
  • Establishing and reviewing HR systems, internal controls, policies, and procedures to ensure compliance and mitigate risks.
  • Developing, reviewing, and benchmarking HR policies and processes in accordance with regulatory and labor law requirements.
  • Managing the development of an optimum organization structure and ensuring accurate job descriptions and evaluations.
  • Supporting the development and management of manpower strategies and annual workforce requirements.

Administration and Governance

The Head of HR also manages broader administrative functions and ensures robust governance, including:

  • Overseeing Bank outsourcing contracts in coordination with legal and business owners.
  • Planning and coordinating property facility management, maintenance, and renovations.
  • Reviewing and maintaining service contracts with third parties and liaising with Group Procurement.
  • Ensuring appropriate Cyber Security controls are in place for departmental systems, in conjunction with the CISO.
  • Defining goals and KPIs for the HR team, providing guidance and coaching for talent development.

Qualifications and Experience

Candidates for this role should possess the following:

  • A Bachelor’s degree in Human Resources, Finance, or a related discipline is required.
  • A Master's degree in Human Resources, Finance, Business Administration, Economics, or a related discipline is preferred.
  • Relevant professional qualification such as CIPD is preferred.
  • Between 5 to 10 years of relevant professional experience.
