HSE Manager Construction

About the Role

Double Marks Contracting is seeking an experienced HSE Manager Construction to join our team in Riyadh, Saudi Arabia. This full-time role is for a major Data Center project and involves managing all site HSE activities across excavation, civil, and structural construction works.

Key Responsibilities

• Implement and manage the project HSE plan and site safety requirements.
• Manage HSE activities for excavation, heavy equipment, lifting, formwork, reinforcement, and concrete works.
• Conduct site inspections, audits, toolbox talks, and safety meetings.
• Prepare and review risk assessments and Job Safety Analyses (JSAs).
• Manage permit-to-work requirements where applicable.
• Monitor subcontractor and workforce HSE compliance.
• Coordinate with Client/Consultant HSE representatives.
• Investigate incidents and near misses, and implement corrective actions.
• Maintain HSE records, reports, and statistics.
• Ensure compliance with project and applicable Saudi HSE requirements.

Qualifications and Experience

• Relevant degree or diploma and recognized HSE qualifications.
• Minimum of 7 years of construction HSE experience.
• NEBOSH IGC or equivalent is preferred.
• Strong experience in excavation and major civil/structural construction.
• Experience with heavy equipment, lifting operations, and concrete works.
• Saudi/GCC experience is preferred.
• Experience with Data Center or major fast-track projects is an advantage.

• Strong leadership skills.
• Proficiency in English communication.

Work Environment and Location

This role is based in Riyadh, Riyadh, Saudi Arabia. Candidates currently available in Saudi Arabia and able to mobilize on short notice are preferred.
