About Norconsult Telematics

Norconsult Telematics is seeking a highly skilled QA/QC Engineer (ELV) to join its team in Riyadh, Saudi Arabia. This contract role is essential for ensuring the quality of extra-low-voltage and low-current systems within various projects.

Role Overview

The QA/QC Engineer (ELV) will be responsible for governing and ensuring the quality of extra-low-voltage (ELV) and low-current systems on behalf of the Project Management Consultant (PMC). This involves comprehensive auditing of the supervision consultant (CSC), conducting inspections off-site at manufacturing facilities, and performing on-site verifications. The role provides final quality approval for the Client's endorsement, building upon the Contractor's construction and testing phases, and the CSC's initial review and supervision.

Key Responsibilities

  • Audit the CSC's and Contractor's QA/QC systems for ELV and low-current disciplines, confirming that agreed quality controls, hold and witness points, and reporting procedures are defined and applied before work commences.
  • Govern the ELV Inspection and Test Plan (ITP) at a program level, ensuring each activity has correct inspection stages, acceptance criteria, and references to drawings and specifications, and verifying CSC administration.
  • Provide final review and approval of the Contractor's Method Statements (MS) and Material Approval Requests (MAR) for ELV works, following the CSC's initial check, for Client endorsement.
  • Review the CSC's inspection records for ELV and low-current installations, including fire alarm and detection, CCTV, access control, intrusion detection, public address and voice alarm, BMS integration wiring and field devices, structured cabling, data cabling, passive network infrastructure, and audio-visual systems.
  • Conduct surveillance and oversight audits, along with spot checks off-site in factories and on-site, to verify that the CSC inspects containment, cable routing, terminations, labelling, and segregation from power cabling and structured-cabling installation against approved designs.
  • Review the CSC's Material Inspection Request (MIR) and Work Inspection Request (WIR) records at each hold and witness point, audit the CSC's acceptance or return of works, and rely on these records for final approval and payment certification.
  • Review the CSC's witnessed ELV testing and commissioning records, including point-to-point and continuity tests, structured-cabling certification, functional verification of IP-based devices (VLAN, PoE, network connectivity), and cause-and-effect testing for fire alarm and integrated systems, providing final acceptance of results.
  • Review and give final acceptance of the ELV scope of Factory Acceptance Tests (FAT) before module shipment and Site Acceptance Tests (SAT) post-installation, after CSC witnessing, and verify inter-module ELV connections are recorded on site.
  • Govern the Non-Conformance Report (NCR) process for the discipline at program level, monitor NCR and Site Observation Report (SOR) trends raised by the CSC, verify close-out, and provide final review of ELV Requests for Information (RFI) after the CSC.
  • Audit that the CSC verifies calibration certificates of test and measuring equipment before reliance for acceptance, and review the completeness of Contractor and CSC quality records.
  • Govern ELV quality standards and Key Performance Indicators (KPIs) for the discipline, report quality performance and trends to the QA/QC Manager, and direct corrective measures across the CSC and Contractor.
  • Review and give final acceptance of ELV as-built drawings, operation and maintenance (O&M) manuals, warranties, and defects close-out at handover, and govern tracking of items through the Defects Liability Period (DLP).

Required Experience

Candidates for this position should possess 5 to 10 years of experience in a relevant QA/QC role, with a specific focus on Extra-Low Voltage (ELV) systems.

Work Arrangement

This is a contract position based in Riyadh, Saudi Arabia.
