Role Overview

Knight Frank MENA is seeking a Quantity Surveyor to join its expanding Project & Development Services Division in Riyadh, Saudi Arabia. This full-time position supports an ongoing PMC project, focusing on providing expert commercial and cost management services throughout the full project lifecycle. The role requires a proactive professional to ensure commercial integrity, cost certainty, and contractual compliance from project inception through to final account.

Pre-Contract Responsibilities

  • Provide professional cost management and commercial advisory services during the pre-contract stage.
  • Prepare conceptual cost plans, detailed cost estimates, and feasibility studies.
  • Review drawings, specifications, and project documentation to ensure cost accuracy and completeness.
  • Prepare Bills of Quantities (BOQs) in accordance with recognised industry standards.
  • Develop procurement strategies and advise on appropriate procurement routes.
  • Prepare tender documentation, Requests for Proposal (RFPs), and pre-qualification documentation.
  • Manage the tender process, including tender clarifications, technical and commercial evaluations, and recommendation reports.
  • Carry out value engineering and cost optimisation exercises throughout the design development stages.
  • Review contractor submissions and assist with contract negotiations and award recommendations.
  • Identify commercial risks and provide mitigation strategies prior to contract award.

Post-Contract Responsibilities

  • Administer construction contracts in accordance with the applicable form of contract.
  • Review and certify interim payment applications and final accounts.
  • Prepare and maintain detailed cost reports, cash flow forecasts, and financial dashboards.
  • Manage change control procedures, including the evaluation and negotiation of variations and change orders.
  • Assess contractor claims, extensions of time, and commercial submissions.
  • Monitor project budgets and forecast final outturn costs.
  • Conduct regular commercial reviews with the client, contractors, and project stakeholders.
  • Carry out site visits to verify progress and support commercial assessments.
  • Identify commercial risks and provide proactive recommendations to minimise cost exposure.
  • Assist in the negotiation and resolution of contractual disputes where required.
  • Prepare commercial close-out documentation and final account settlements.
  • Ensure accurate record keeping and contractual compliance throughout the project lifecycle.

Team Collaboration and Professional Standards

  • Build and maintain strong relationships with clients, consultants, contractors, and internal project teams.
  • Prepare clear, concise, and accurate commercial reports for senior management and clients.
  • Contribute to project governance and commercial best practice across the PMC commission.
  • Maintain compliance with Knight Frank policies, client procedures, and industry standards.
  • Support junior members of the commercial team through mentoring and knowledge sharing.
  • Work collaboratively within multidisciplinary project teams to achieve successful project outcomes.
  • Demonstrate a commitment to quality, professionalism, and exceptional client service.

Required Experience and Qualifications

Candidates should possess 2-5 years of experience as a Quantity Surveyor. This includes demonstrated experience across both pre- and post-contract cost management, preferably gained within consultancy or project management environments. The role requires a professional with a comprehensive understanding of project commercial principles and a proactive approach to cost management.
