About the Senior Cost Engineer Role

Parsons Corporation is seeking a Senior Cost Engineer to join its team in Riyadh, Riyadh. This full-time position is critical for managing and monitoring project cost control, forecasting, budgeting, and reporting across various project packages. The role ensures that projects are delivered within approved financial objectives.

Role Purpose and Collaboration

The Senior Cost Engineer will provide accurate and timely cost information to support project management decisions. This position requires close coordination with Planning, Commercial, Contracts, Procurement, Engineering, Construction, Finance, and Project Management teams to ensure effective integration between cost, schedule, progress, change, and commercial performance.

Key Responsibilities

• Manage and monitor project cost control activities, including establishing and maintaining the Project Cost Management System, procedures, and reporting requirements.
• Develop and maintain the approved project budget, cost baseline, and appropriate Cost Breakdown Structure (CBS), Work Breakdown Structure (WBS), and cost coding structures.
• Monitor project commitments, actual costs, accruals, forecasts, remaining budgets, and cash flow requirements.
• Review and validate contractor and consultant cost data, payment information, and applications for payment against approved records.
• Track procurement and subcontract commitments, assessing their impact on the overall project forecast.
• Monitor Actual Cost (AC), Planned Value (PV), Earned Value (EV), Estimate at Completion (EAC), Cost Variance (CV), Schedule Variance (SV), CPI, and SPI.
• Prepare detailed cost forecasts, identify potential cost overruns, and analyze cost trends to recommend corrective and preventive actions.
• Coordinate with Planning to align project progress, schedule, and cost performance, including developing cost-loaded schedules and establishing Rules of Credit/Progress Measurement.
• Maintain and monitor contingency, management reserve, provisional sums, and allowances.
• Review and assess cost implications of design changes, variations, scope changes, and technical instructions.
• Maintain the Change Control Register, provide cost impact assessments for variations, and coordinate with Commercial and Contracts teams on related costs and claims.
• Prepare detailed monthly cost reports, forecasts, dashboards, and management reports, providing clear analysis of budget status, commitments, expenditure, forecast, and cost risks.
• Participate in budget reviews, cost workshops, project performance meetings, and provide cost inputs to project risk assessments.
• Ensure all cost data is documented, traceable, and supported by objective records, maintaining accurate cost databases and supporting project audits.
• Provide guidance to Cost Engineers and junior project controls personnel, reviewing their reports and deliverables.
• Develop and improve cost control procedures, reporting formats, and analytical tools, supporting digital cost management solutions.
• Support project closeout by reconciling final cost records, commitments, accruals, and forecasts.

Required Qualifications and Experience

• Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, Finance, or a related discipline.
• A minimum of 10 years of relevant experience in cost engineering, cost control, project controls, or commercial management.
• Proven experience on major airport, infrastructure, transportation, civil, or large-scale construction projects.
• Strong experience managing cost control for complex, multidisciplinary projects.
• Good understanding of construction contracts, procurement, variations, claims, and commercial processes.
• Experience working with contractors, consultants, clients, and multidisciplinary project teams.
• Highly desirable: AACE Certified Cost Professional (CCP).
• Advantageous: AACE Certified Cost Technician (CCT), PMP certification, PMI-SP / PSP certification, RICS / MRICS qualification (for quantity surveying/commercial backgrounds), and Earned Value Management certification/training.
