About Qiddiya Investment Company

Qiddiya Investment Company is a Saudi holding and development entity leading significant investments across entertainment, sports, and culture. This includes the comprehensive development of Qiddiya City and its associated destination offerings. The company is dedicated to shaping large-scale destination experiences while upholding robust financial discipline and governance.

The Role: Senior Director - Finance and Control

As the Senior Director - Finance and Control, you will lead a broad and critical function at the core of City Operations. This full-time position, based in Riyadh, Riyadh Province, requires aligning financial management, governance, risk, procurement, and contract oversight with key operational priorities. The role involves significant cross-functional collaboration, partnering closely with central teams to translate operational needs into clear, effective financial and commercial processes that support performance, accountability, and control across complex operations.

Key Responsibilities

  • Lead the centralized Finance and Control function across City Operations, covering finance, governance, risk, controls, procurement, and contract management.
  • Oversee the Finance, Governance Risk & Controls, and Contracts & Procurement teams, ensuring clear priorities, accountability, and effective ways of working.
  • Support financial planning, budgeting, forecasting, reporting, and cost control for City Operations in coordination with central Finance.
  • Oversee invoicing, service charge management, cost recovery, and related controls to support operational performance.
  • Lead financial efficiency initiatives by maximizing the utilization of all revenue streams and driving cost-efficiency and optimization programs to improve operational effectiveness and financial performance.
  • Support governance, risk, and compliance frameworks, including forums, policies, committees’ management, and standards.
  • Oversee business continuity planning and ensure key operational risks are identified, monitored, escalated, and mitigated.
  • Lead procurement and contract management oversight, ensuring sourcing, approvals, vendor performance, and contract lifecycle activities align with company requirements.
  • Coordinate with central functions including Finance, Procurement, Legal, Risk, and Compliance to address City Operations requirements.
  • Support the development of City Operations processes, procedures, delegation of authority requirements, and financial controls.

Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, Operations or Project Management, or Urban Management.
  • 12-15 years of relevant experience, including senior-level experience in finance, governance, risk, controls, procurement, contract management, or commercial operations.
  • Eligibility to work in Saudi Arabia.
  • A background in real estate, infrastructure, or other asset-heavy operations is considered advantageous.

This full-time position is based in Riyadh, Saudi Arabia, within an organization focused on developing major entertainment, sports, and cultural destinations. The role operates within a dynamic environment that requires strong financial discipline, governance, and commercial oversight to deliver complex operations effectively.
