About the Role

Career Executive 赛睿人力资源 is seeking a highly experienced Senior Manager Site Operations for a manufacturing client in Riyadh, Saudi Arabia. This full-time position involves taking full ownership of the administrative and operational management of a large-scale manufacturing site. The role requires a leader who can ensure seamless operations and provide a solid foundation for manufacturing activities.

Role Context and Scope

As the primary "Client-Side" representative, you will be responsible for selecting and managing local service providers and overseeing all site facilities, including HVAC, elevators, and utilities. Your core functions will encompass Administration, Environment, Health & Safety (EHS), Capital Expenditure (CAPEX) renovations, Procurement, and Saudi Government Relations. You will lead and mentor a diverse team of over 65 professionals and report directly to the Plant Manager.

Key Responsibilities

• Oversee site administration, logistics, security, and property management, including shuttle transportation.
• Act as the client-side manager to source, select, and oversee local vendors for facility maintenance (HVAC, elevators, water/electrical systems, etc.).
• Build and maintain robust Environment, Health, and Safety systems, conduct compliance audits, and lead emergency response protocols.
• Lead project planning and initiation for production-related site upgrades, ensuring strict control over budget, schedule, and quality for CAPEX projects.
• Manage administrative and facility-related procurement, including vendor evaluation, selection, and performance management.
• Serve as the primary liaison with Saudi government authorities (Ministry of Human Resources, Civil Defense, Environmental Agency, Municipalities) for inspections, permits, and approvals.

Qualifications and Experience

• Bachelor’s degree or above in Engineering Management, Business Administration, or a related field.
• Over 10 years of site/facilities operations management experience in large-scale manufacturing or technology environments.
• Over 5 years of leadership experience, with a proven track record of managing large teams (50+ headcount).
• Deep expertise in site administration and end-to-end Facility Management (FM) processes.
• Solid understanding of EHS management systems, with relevant certifications or hands-on operational experience.
• International work experience is highly preferred; prior experience in the Middle East or Saudi Arabia is a strong advantage.

Team Leadership and Reporting

This role involves direct leadership of a diverse team comprising over 65 professionals. The Senior Manager Site Operations will report directly to the Plant Manager, ensuring alignment with overall plant objectives and operational strategies.
