About Qiddiya and the Role

Qiddiya is seeking a Senior Manager - Strategy and Delivery to join its team in Riyadh, Riyadh Province. This full-time role is central to leading key workstreams that support the corporate strategy, its execution, and performance governance. The Senior Manager will be responsible for translating national and shareholder priorities into actionable plans, developing strategic roadmaps, and ensuring the timely and quality delivery of submissions.

Corporate Strategy and Mandate

The Senior Manager will lead critical aspects of strategy development and execution, including:

• Leading assigned workstreams for corporate strategy refresh, clarifying mandate, strategic objectives, service portfolio themes, and revenue levers where applicable.
• Translating national and shareholder priorities into clear options, trade-offs, and sequencing recommendations for Strategy leadership.
• Developing workstream-level contributions to multi-year strategic roadmaps, ensuring alignment between ambition, capacity, funding, and delivery readiness.

Execution and Performance Governance

This role involves overseeing the execution of strategic plans and maintaining robust performance frameworks:

• Leading the delivery of planning and reporting inputs for assigned areas, ensuring timely consolidation and quality of submissions.
• Supporting KPI architecture for assigned domains by defining measures, ownership, baselines/targets, and governance notes.
• Producing performance deep dives and exception summaries with evidence-based recommendations and corrective actions.
• Tracking strategic initiatives and programs for assigned areas, managing dependencies, and escalating decisively where delivery is at risk.

Operating Model, Stakeholder Engagement, and Leadership

The Senior Manager will contribute to institutional maturity, manage stakeholder relations, and provide team leadership:

• Developing and improving operating model outputs for assigned areas, including decision rights, governance forums, and process documentation.
• Identifying execution bottlenecks and proposing pragmatic improvements to governance discipline and cross-functional workflows.
• Leading the preparation of committee materials for assigned topics, including decision memos and risk assessments.
• Facilitating cross-functional workshops to drive alignment and secure decisions.
• Coordinating with relevant government entities, regulators, and ecosystem stakeholders as directed.
• Leading assigned resources through clear expectations, quality reviews, and coaching, potentially managing 0-2 direct reports.
• Governing external consultants and advisors on assigned engagements, ensuring quality assurance and knowledge transfer.

Risk Management and Value Realization

A key aspect of the role involves proactive risk management and ensuring strategic outcomes are achieved:

• Identifying risks, dependencies, and opportunities within assigned workstreams and supporting mitigation actions with clear ownership and timelines.
• Tracking progress toward outcomes and value for assigned initiatives, ensuring leadership visibility on impact and required interventions.

Qualifications and Experience

Candidates should meet the following criteria:

• Bachelor’s degree in Business Administration, Public Policy, Economics, Engineering, or a related discipline; a Master’s degree is preferred.
• A minimum of 7+ years of experience in strategy, enterprise transformation, performance management, or management consulting.
• Experience ideally gained within large-scale, multi-stakeholder, or public-sector environments.
• Demonstrated track record of delivering executive-ready materials and leading cross-functional workstreams.
• Exposure to the GCC / KSA public-sector is preferred.
