About the Project and Role

This Senior Quantity Surveyor role is with كيلوج براون اند روت, supporting a major infrastructure program for a mixed-use development in Riyadh. This development aims to be a global landmark and a self-sustaining hub, featuring several iconic assets. كيلوج براون اند روت provides PMO services, enterprise-level governance, assurance, integration, and performance oversight across all projects and programs within this initiative. The position is full-time and requires over 10 years of experience.

Role Overview

Reporting to the Senior Commercial Manager – Lead, the Senior Quantity Surveyor is responsible for coordinating with Project Management Consultants (PMCs) to manage executive commercial reporting and control. This includes recommending commercial strategies, overseeing pre and post-contract management, and ensuring the provision of accurate status reports to facilitate timely decisions. The objective is to prevent schedule slippage and cost overruns, and to produce comprehensive close-out reports for each project.

Key Responsibilities

  • Assist in developing and implementing standard cost and commercial reporting formats for PMCs.
  • Collaborate with PMCs to monitor construction progress by measuring and evaluating installed quantities against planned quantities.
  • Coordinate with PMCs to compile and validate analytical commercial data.
  • Provide analytical data for executive risk reporting.
  • Assist in developing Project Cost Reports (PCR), Commercial Executive Reports, and Cashflows within Unifier, integrating data with other platforms for consistency.
  • Review existing procurement guidelines for Bills of Quantities (BoQ) and tender documents to develop standards for PMCs.
  • Assist with the preparation of consolidated cost reports in line with agreed reporting requirements.
  • Support the collation of annual program-wide budgets and prepare monthly cashflow reports for client submission, review, and approval.
  • Assist in preparing and developing cost benchmark reports, including Tender Price Index, Professional Fees Benchmark, Construction Cost Benchmark for above-ground assets and infrastructure, and efficiency benchmarks (GFA/BUA, Floor/Ceilings).
  • Contribute to KSA Key Input Market Price Analysis (monthly) and KSA Market Insight (quarterly).
  • Prepare cost benchmarking templates, elemental cost plan formats, and required information for PMCs.
  • Participate in the development and implementation of program change control procedures.
  • Assist with the preparation of project Cash Flow Reports.
  • Prepare project cost reports, including trend analysis and change reporting.
  • Review cost risks and opportunities.
  • Ensure seamless reporting between Cost Breakdown Structure and Work Breakdown Structure, linking cost and schedule, including Earned Value.
  • Prepare updates for changes on the Program baseline budget to support the Business Plan exercise.
  • Support weekly, monthly, and quarterly project progress meetings.

Experience and Qualifications

Candidates for this role should possess over 15 years of relevant experience in quantity surveying, particularly within major infrastructure or mixed-use development projects. A strong understanding of commercial reporting, pre and post-contract management, and cost control methodologies is essential.
