About the Project and Role

KBR, Inc. is seeking a Senior Quantity Surveyor for a full-time position in Riyadh, Saudi Arabia. This role is integral to a major infrastructure program for a mixed-use development in Riyadh, aiming to establish a global landmark and authentic destination. KBR provides PMO services, enterprise-level governance, assurance, integration, and performance oversight across all projects and programs within this development.

Role Overview

Reporting to the Senior Commercial Manager – Lead, the Senior Quantity Surveyor is responsible for coordinating with Project Management Consultants (PMCs) on various commercial aspects. This includes managing executive commercial reporting, implementing controls, recommending commercial strategies, overseeing pre and post-contract management, and providing accurate status reports to prevent schedule slippage and cost overruns. The role also involves producing close-out reports for each project.

Key Responsibilities

  • Assist in developing and implementing standard cost and commercial reporting formats for PMCs.
  • Collaborate with PMCs to monitor construction progress by measuring and evaluating installed quantities against planned quantities.
  • Coordinate with PMCs to compile and validate analytical commercial data.
  • Provide analytical data for executive risk reporting.
  • Assist in developing Project Cost Reports (PCR), Commercial Executive Reports, and Cashflows within Unifier, ensuring integration with other platforms for data consistency.
  • Review existing procurement guidelines for Bills of Quantities (BoQ) and tender documents to develop standards for PMCs.
  • Assist in preparing consolidated cost reports consistent with agreed reporting requirements.
  • Support the collation of annual program-wide budgets and prepare monthly cashflow reports for client submission, review, and approval.
  • Assist in preparing and developing cost benchmark reports for Tender Price Index, Professional Fees Benchmark, Construction Cost Benchmark for above-ground assets and infrastructure, and efficiency benchmarks (including GFA/BUA, Floor/Ceilings).
  • Contribute to KSA Key Input Market Price Analysis (monthly) and KSA Market Insight (quarterly).
  • Prepare cost benchmarking templates, elemental cost plan formats, and required information for PMCs.
  • Participate in the development and implementation of program change control procedures.
  • Assist with the preparation of project Cash Flow Reports and project cost reports, including trend analysis and change reporting.
  • Review cost risks and opportunities.
  • Report seamlessly between Cost Break Down Structure and Work Breakdown Structure, linking Cost and Schedule, including Earned Value.
  • Prepare updates for changes on the Programme baseline budget to support the Business Plan exercise.
  • Support weekly, monthly, and quarterly project progress meetings.

Qualifications and Experience

  • A minimum of 10 years of experience in quantity surveying or a related commercial management role.
  • Demonstrated experience in pre and post-contract management within large-scale infrastructure or mixed-use development projects.
  • Proficiency in cost reporting, cashflow management, and budget analysis.
  • Experience with Unifier or similar project control platforms is beneficial.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, contributing to a significant infrastructure program. The role requires collaboration with various Project Management Consultants and internal teams.
