About the Role

HanmiGlobal Saudi is seeking a Senior Telecom Engineer to join its program management and PMCM team in Riyadh. This full-time position requires over 10 years of experience and will involve providing expert telecommunications and ICT engineering support for a large-scale land and infrastructure development program. The role is delivered on behalf of a major government entity.

Role Overview and Responsibilities

The Senior Telecom Engineer will deliver program-level technical expertise, engineering assurance, and collaborative oversight. This involves reviewing and monitoring all telecommunications, ICT, and smart infrastructure designs to ensure integration and compliance with approved standards, service provider requirements, and operational needs. The role supports the Technical Manager in the successful delivery of the overall development program.

  • Review telecommunications engineering reports, ICT strategies, network studies, and design drawings from Lead Developers for compliance with criteria and Client requirements.
  • Assess fiber optic backbone networks, telecommunications duct banks, and network architectures for functionality, reliability, scalability, and maintainability.
  • Evaluate smart city infrastructure proposals, intelligent systems integration, and digital infrastructure initiatives for future-readiness and scalability.
  • Support the implementation of program-level technical governance and engineering assurance processes for all package submissions.
  • Coordinate with the Technical Manager, Senior Electrical Engineer, and program technical teams to resolve interface conflicts and integrate multidisciplinary infrastructure designs.
  • Evaluate the technical, operational, and lifecycle impacts of design changes and telecommunications-related Value Engineering proposals.
  • Provide specialist engineering expertise during technical workshops, design reviews, and coordination meetings to address project implementation issues.
  • Collaborate with Lead Developers, consultants, telecom service providers, and regulatory authorities to streamline network connectivity and secure approvals.
  • Prepare technical review comments, engineering assessments, and executive summaries for management and the Client.
  • Identify and mitigate telecommunications and ICT-related compliance risks, promoting engineering excellence and continuous improvement.

Qualifications and Experience

Candidates should possess a Bachelor’s Degree in Telecommunications Engineering, Electronic Engineering, Communications Engineering, ICT Engineering, Electrical Engineering, or a related discipline. A Chartered Professional membership or equivalent professional accreditation is required. A minimum of fifteen (15) years of professional experience in telecommunications infrastructure, ICT systems, fiber optic networks, smart city infrastructure, or major capital projects is essential. Experience within PMCM, PMC, consultancy, developer, telecommunications operators, or client-side organizations, particularly on large-scale infrastructure and land development projects in Saudi Arabia or the GCC region, is preferred.
