About the Role

HanmiGlobal Saudi is seeking a Senior Transport Engineer to join its program management and PMCM team in Riyadh. This full-time position involves providing program-level transportation engineering expertise and technical governance for a large-scale, multi-work package land and infrastructure development program. The role is delivered on behalf of a major government entity.

Role Context and Responsibilities

The Senior Transport Engineer will offer program-level technical expertise, engineering assurance, and collaborative oversight. This includes reviewing and monitoring all transportation planning and traffic engineering activities across the program. The objective is to ensure all mobility strategies, accessibility plans, and transport infrastructure submissions are fully integrated and compliant with approved standards, statutory requirements, and operational objectives, supporting the overall development program's successful delivery under the direction of the Technical Manager.

Key responsibilities include:

• Reviewing and assessing transportation planning reports, traffic studies, mobility strategies, transportation models, engineering calculations, and technical submissions for compliance with standards, client requirements, and project objectives.
• Evaluating transportation solutions for safety, accessibility, operational efficiency, capacity, sustainability, resilience, and long-term mobility performance.
• Reviewing road network planning, traffic operations, multimodal transport systems, pedestrian and cycling facilities, public realm connectivity, and transportation infrastructure.
• Assessing traffic impact assessments, transportation demand studies, accessibility analyses, and mobility planning initiatives.
• Ensuring effective integration of transportation systems with roads, utilities, drainage, public realm, land use planning, and other infrastructure disciplines.
• Supporting technical governance through review of transportation-related compliance, design modifications, engineering deviations, and Value Engineering proposals.
• Assessing the impacts of design changes on traffic operations, safety, accessibility, network capacity, cost, schedule, and overall program performance.
• Identifying transportation-related risks and providing technical recommendations for informed engineering decisions and proactive mitigation strategies.
• Coordinating with Lead Developers, consultants, contractors, transportation authorities, government agencies, and regulatory bodies on transportation planning, approvals, and technical compliance.
• Preparing transportation engineering assessments, technical review comments, executive summaries, and recommendations for management and the Client.
• Participating in multidisciplinary design reviews, technical workshops, coordination meetings, and stakeholder engagement sessions.

Qualifications and Experience

Candidates should possess the following qualifications and experience:

• A Bachelor's Degree in Transportation Engineering, Civil Engineering, Traffic Engineering, or a related discipline.
• Chartered Professional membership or equivalent professional accreditation.
• A minimum of fifteen (15) years of professional experience in transportation planning, traffic engineering, mobility systems, transportation infrastructure, urban development, or major infrastructure programs.
• Experience within PMCM, PMC, consultancy, infrastructure delivery, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.
