Testing & Commissioning Section Head

About the Role

Hill International, Inc. is seeking a Testing & Commissioning Section Head to join their team in Riyadh, Saudi Arabia. This full-time position requires a professional with extensive experience in managing testing and commissioning activities for large-scale projects, ensuring compliance with project standards and client requirements.

Key Responsibilities

• Manage the integration and validation activities of contractors, including the validation of all Test and Commissioning plans and procedures.
• Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning work.
• Assume responsibility for the completion of implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within the project schedule parameters.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties regarding all necessary testing and commissioning requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessments for testing and commissioning works, review and endorse results, and recommend mitigation actions.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for successful project commissioning within schedules and contractual requirements, overseeing coordination between all relevant parties.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by contractors to ensure compliance with operational requirements.
• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.
• Maintain compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• A degree in engineering or a scientific discipline.
• Minimum of 20 years of experience in large-scale projects, including prior experience as a testing and commissioning manager.
• Knowledge of all phases of construction operations related to field activities of engineering disciplines, construction technologies, and jobsite management.
• Experience in implementing a zero-accident philosophy.
• Extensive knowledge of health, safety, and environmental policies, processes, and procedures.
• Knowledge of Project Construction Environmental Control Plans.
• Excellent knowledge of Water and Wastewater works.

This role is based in Riyadh, Saudi Arabia, and operates on a full-time basis within a dynamic project environment. The successful candidate will work collaboratively with various internal and external stakeholders to ensure project success.
