Testing & Commissioning Manager

About the Role

Parsons is seeking a Testing & Commissioning Manager to join its team in Makkah, Saudi Arabia, covering projects in Jeddah and Makkah. This full-time role involves overseeing the testing, commissioning, and reporting processes for large-scale construction or infrastructure projects. The manager ensures all systems, equipment, and installations comply with project specifications, industry standards, and regulatory requirements, playing a critical role in preparing detailed reports and tracking progress.

Key Responsibilities

• Develop and implement testing and commissioning plans, schedules, and procedures for all project systems and equipment.
• Coordinate with project teams, contractors, and vendors to ensure efficient execution of testing and commissioning activities.
• Monitor and track the progress of testing and commissioning activities, ensuring adherence to project timelines and milestones.
• Prepare detailed reports on testing and commissioning outcomes, highlighting issues, risks, or deviations.
• Ensure compliance with project specifications, industry standards, and regulatory requirements during testing and commissioning phases.
• Conduct inspections, performance tests, and functional checks for systems such as HVAC, electrical, plumbing, and fire safety.
• Identify and resolve technical issues during testing and commissioning, collaborating with engineering teams and contractors.
• Manage documentation, including test reports, commissioning certificates, and compliance records.
• Liaise with clients, consultants, and stakeholders to provide updates on testing and commissioning progress.
• Ensure proper integration of all systems and equipment, verifying operational readiness before handover.
• Implement and enforce health and safety protocols during testing and commissioning activities.
• Drive continuous improvement in testing and commissioning processes to enhance efficiency and quality.
• Provide technical guidance and leadership to the testing and commissioning team.
• Prepare and present regular progress reports, dashboards, and performance metrics to senior management and stakeholders.

Required Qualifications and Experience

• Minimum of 12–15 years of experience in testing, commissioning, and reporting for large-scale construction or infrastructure projects.
• Strong technical knowledge of systems such as HVAC, electrical, plumbing, fire safety, and building automation.
• Familiarity with industry standards, codes, and regulations related to testing and commissioning (*, ASHRAE, NFPA, IEC).
• Proficiency in project management tools (*, MS Project, Primavera) and reporting software.
