About the Role

WSP is seeking a Site Construction Manager to oversee and coordinate construction activities for a Combined Cycle Gas Turbine (CCGT) / Cogeneration plant project in the Eastern Province of Saudi Arabia, covering cities including Dammam, Al Khobar, Dhahran, Al Jubail, and others. This full-time position requires 5-10 years of experience and involves ensuring construction is executed safely, on schedule, and in accordance with project specifications and contracts.

Role Overview and Responsibilities

The Site Construction Manager will serve as a primary liaison between the Client, EPC Contractor, WSP project team, and discipline specialists. This role is critical for driving EPC performance, monitoring site progress, resolving issues, and ensuring timely escalation of risks and non-compliances. The manager will be responsible for the day-to-day site supervision and coordination of all EPC construction works, ensuring adherence to approved drawings, specifications, EPC Contract requirements, project procedures, and applicable codes and standards.

• Act as the main site interface for construction-related matters, managing progress, priorities, constraints, and issue resolution.
• Drive EPC Contractor performance by monitoring daily site activities, manpower, equipment, materials, and adherence to the construction schedule.
• Coordinate with the Client and EPC Contractor to ensure smooth completion of WSP's scope, providing timely technical inputs, site responses, inspections, and reporting.
• Monitor and manage construction interfaces between civil, mechanical, electrical, I&C, commissioning, and HSE teams, driving the closure of interface issues.
• Review construction method statements, ITPs, work permits, risk assessments, lifting plans, temporary works, and construction procedures, coordinating comments with specialists.
• Participate in site progress, coordination, Client, EPC, and project review meetings, ensuring actions are recorded, assigned, and followed up.
• Prepare and circulate meeting minutes, action trackers, site observation reports, and construction follow-up notes.
• Coordinate with discipline engineers for the resolution of RFIs/TQs, design clarifications, field changes, site instructions, inspection comments, and technical constraints.
• Support construction planning, sequencing, and readiness reviews, including look-ahead schedules and critical path activities.
• Monitor site quality and HSE compliance in coordination with QA/QC and HSE teams, ensuring proper tracking and closure of observations, NCRs, and punch items.
• Coordinate site communications and support timely escalation of risks, delays, manpower shortfalls, material constraints, and unresolved technical or contractual matters.
• Support mechanical completion, pre-commissioning, commissioning readiness, punch list closure, and handover activities by verifying construction completion status.
• Maintain construction action logs, issue registers, RFI/TQ trackers, site instruction logs, and NCR/punch list trackers.
• Provide inputs for construction progress reports, including physical progress, critical activities, constraints, and delay events.
• Support the review of EPC Contractor invoices and progress claims by confirming construction progress and site records.
• Ensure construction documentation and handover records are complete, traceable, and aligned with project requirements.

Qualifications and Experience

This role requires a minimum of 5 to 10 years of relevant experience in site construction management, preferably within the CCGT / Cogeneration plant sector. Candidates should possess a strong understanding of EPC contracts, construction methodologies, quality assurance, and health, safety, and environmental (HSE) standards.

Work Location and Type

The position is based in the Eastern Province of Saudi Arabia, covering a wide range of cities including Dammam, Al Khobar, Dhahran, Al Jubail, Al Qatif, Ras Tannurah, Al Khafji, Buqayq, Al Hafuf, Al Mubarraz, and surrounding areas. This is a full-time employment opportunity.
