The position is integral to a 60-month national program focused on supporting the operation, maintenance, quality improvement, and risk reduction of approximately 574 dams across Saudi Arabia. The ideal candidate will have 5-10 years of experience in planning and scheduling.

Key Responsibilities

  • Review contractors’ baseline schedules, detailed work programs, maintenance schedules, and schedule updates, ensuring alignment with contractual requirements, approved scope, key milestones, and delivery priorities.
  • Establish work breakdown structures, activity coding, calendars, logical relationships, milestones, and schedule-control procedures.
  • Integrate civil, structural, mechanical, electrical, hydraulic, instrumentation, inspection, and maintenance activities into coordinated schedules.
  • Monitor progress against approved baseline and current schedules, measuring actual progress using approved methods and supporting records.
  • Analyze planned-versus-actual performance, critical paths, float consumption, and schedule trends, identifying variances, emerging delays, sequencing conflicts, resource constraints, and potential milestone impacts.
  • Prepare schedule forecasts and estimate future resource, equipment, material, and delivery requirements.
  • Coordinate maintenance work schedules with operations teams, contractors, consultants, and relevant stakeholders, supporting the scheduling of preventive, predictive, corrective, and emergency maintenance activities.
  • Coordinate work windows, shutdowns, equipment isolation, and return-to-service requirements with operational teams.
  • Maintain short-term, medium-term, and long-term schedules, including weekly and monthly look-ahead plans.
  • Review contractors’ manpower and equipment deployment against planned requirements.
  • Assess the time impact of scope changes, variations, claims, delayed approvals, and other project events.
  • Support delay analysis and provide factual schedule information for contractual and management reviews.
  • Recommend corrective actions, schedule-recovery measures, and revised sequencing where required, and review recovery schedules and monitor the implementation and effectiveness of approved recovery plans.
  • Maintain schedule assumptions, constraints, progress records, productivity data, and supporting documentation.
  • Develop schedule dashboards, progress curves, milestone trackers, and management-reporting tools.
  • Calculate and report planning and scheduling KPIs, including progress variance, milestone performance, schedule adherence, and forecast completion.
  • Reconcile schedule information with SAP maintenance plans, work orders, and other project-control systems.
  • Support risk reviews by identifying schedule risks, assessing potential impacts, and monitoring mitigation actions.
  • Participate in progress meetings, planning workshops, schedule reviews, and coordination sessions.
  • Prepare clear daily, weekly, monthly, annual, and technical reports as required by the assignment.
  • Coordinate with government stakeholders, consultants, contractors, and multidisciplinary teams.
  • Attend meetings, inspections, and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, Client procedures, quality requirements, and occupational health and safety obligations.

Qualifications and Experience

  • Bachelor’s degree in Engineering or an equivalent discipline from a recognized university.
  • Minimum 8 years of professional experience in planning and scheduling, including project-planning responsibilities.
  • Demonstrated experience developing, updating, and analyzing baseline, master, detailed, and recovery schedules.
  • Strong practical capability in Primavera P6, Microsoft Project, Microsoft Office, and SAP maintenance scheduling.
  • Experience measuring progress, analyzing schedule variance, and preparing completion forecasts.
  • Knowledge of critical-path analysis, resource loading, schedule logic, progress curves, and look-ahead planning.
  • Experience coordinating schedules across contractors, consultants, operations teams, and multidisciplinary engineering functions.
  • Understanding of preventive, corrective, and emergency maintenance planning.
