SR. MANAGER HSE (PROJECT)

About the Role

El Seif Engineering Contracting Company is seeking a SR. MANAGER - HSE (PROJECT) to ensure compliance with established health, safety, and environmental policies and procedures. This is a full-time position requiring a minimum of 10 years of experience in the field.

Key Responsibilities

• Oversee the selection, management, and retention of HSE Project Managers, enforcing policies and procedures to enhance overall functional effectiveness.
• Provide input to Human Resources on succession planning, employee career growth, and organizational structure.
• Manage the development of KSA national employees within the function to support corporate objectives and Saudization targets, fostering knowledge dissemination to build internal capabilities.
• Conduct functional affairs with high standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Ensure compliance with the Code of Ethics policy and company values across all employees, reinforcing a strong people culture and ethical business practices.
• Enhance the adoption and utilization of systems and ERP.
• Identify and track KPIs for the HSE team, devising plans and initiatives for improvement.
• Lead daily HSE team responsibilities in accordance with company policies, procedures, and approved budgets.
• Promote a safety culture throughout the company and manage all HSE activities across facilities and work sites.
• Support the QHSE Director in advising Executive Management on HSE matters related to tendering and business development.
• Implement the organization's Health & Safety and Environmental strategy to ensure quality project delivery and a safe environment for employees.
• Analyze and monitor project HSE team performance against schedules, reporting in monthly and quarterly project review meetings.
• Ensure the effective execution and implementation of the designed HSE system.
• Maintain the company’s HSE certifications (*, ISO) and ensure periodic reviews and updates of HSE-related processes and procedures.
• Support the preparation of periodic HSE management information systems, including reports and other communications.
• Ensure legal and regulatory compliance in all HSE matters.
• Motivate, coach, and encourage all personnel in HSE matters, and support company-wide HSE training initiatives.
• Manage the development of the company’s expertise, know-how, and capabilities in safety.
• Ensure Health & Safety policies and standards are consistently maintained and updated.
• Manage the development and execution of a health & safety and environmental strategy to comply with international standards.
• Ensure the HSE schedule is updated based on identified project risks and mitigation plans, and that HSE policies are in place to minimize hazards.
• Establish an effective system for investigation, reporting, and estimation of injury and damage costs.
• Lead major incident and accident investigations.
• Ensure the application of safe methods during duties within the project.
• Assist in the planning, budgeting, and delivery of corporate training.
• Collaborate with all functions to identify and address major issues, including those raised by clients.
• Support Personnel and Admin in reporting safety incidents.
• Ensure HSE coordination with all parties for the execution of periodic audits.
• Manage internal and external providers of safety services within the project.

Qualifications and Experience

• A minimum of 10 years of experience in Health, Safety, and Environment roles, preferably within a project-focused environment.
• Demonstrated ability to manage and lead HSE teams effectively.
• Strong understanding of HSE policies, procedures, and international standards (*, ISO).
• Experience in developing and implementing HSE strategies.
