About the Role

RAWAJ is seeking a Financial Operations Director - Government Services to join its team in Saudi Arabia. This full-time role involves managing complex financial operations across multiple currencies and jurisdictions, focusing on effective cash utilization, regulatory compliance, operational efficiency, and robust financial governance. The Director will also lead the development and digitalization of financial processes through ERP systems, financial technologies, and data-driven reporting.

Key Responsibilities

  • Lead and oversee day-to-day financial operations, ensuring accuracy, efficiency, compliance, and alignment with organizational policies.
  • Develop and manage cash flow forecasts, liquidity plans, and cash management strategies.
  • Oversee bank accounts, banking relationships, reconciliations, payment processes, and financial disbursements.
  • Manage domestic and international financial transfers, ensuring compliance with regulations and cross-border payment requirements.
  • Oversee foreign exchange operations, including currency conversions and multi-currency transactions.
  • Monitor and optimize banking and payment processes for timely, secure, and cost-effective financial transactions.
  • Establish and maintain strong financial and accounting policies, procedures, and internal controls.
  • Prepare and review financial reports, statements, and analysis, providing data-driven insights to senior management.
  • Drive improvements and automation across financial operations to enhance efficiency and scalability.
  • Lead the implementation and optimization of ERP systems, financial technologies, and digital solutions.
  • Ensure compliance with relevant financial regulations, internal policies, and audit requirements.
  • Identify financial and operational risks and implement appropriate controls and mitigation measures.
  • Lead, develop, and manage the financial operations team, promoting high performance.

Qualifications and Experience

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • 12+ years of overall experience in finance, treasury, financial operations, or a related field, with over 10 years of experience required.
  • Professional certification such as SOCPA, CMA, or ACCA is highly preferred.
  • Extensive experience in financial operations, treasury, finance, or banking, including leadership experience in a senior management role.
  • Strong experience in cash management, cash flow forecasting, liquidity management, and banking operations.
  • Proven experience managing international financial transfers and cross-border payment operations.
  • Advanced knowledge of foreign exchange (FX), multi-currency transactions, currency conversion, and exchange rate mechanisms.
  • Strong understanding of banking relationships, payment mechanisms, bank reconciliations, and financial disbursement processes.
  • Solid knowledge of financial and accounting policies, internal controls, financial governance, and international best practices.
  • Experience working with ERP systems, financial systems, reporting tools, and financial analytics platforms.
  • Good understanding of FinTech solutions and their application in improving and automating financial operations.
  • Experience in a multi-country, multinational, financial services, payments, or complex financial environment is highly preferred.
