Commercial Manager

About the Role

Saudi Arabian Trading and Construction Company (SATCO) is expanding its Commercial team and is seeking a Commercial Manager. This full-time role focuses on managing the commercial position across the company, primarily involving valuation, cost to complete, subcontract commercial management, cash flow, and contract administration. The position requires over 10 years of experience and will be based in Riyadh, with time split between the project executive office in Ad Dir'iyah and the Head Office.

Role Context and Scope

The Commercial Manager will report to the Contracts Director and collaborate daily with the Vice President, Construction for Construction Projects. This role is responsible for setting the commercial standard throughout the company and for recruiting project commercial teams. Over time, involvement will expand to projects outside the Construction Division, establishing working relationships with other division VPs as needed.

Key Responsibilities

• Manage interim valuations and payment applications for all projects, ensuring timely submission and chasing certified values to cash.
• Maintain live cost-to-complete figures for each project, reissuing weekly, reconciling with Planning, and reporting monthly in a consolidated format to the division and Finance.
• Oversee subcontract packages from enquiry and comparison to back-to-back drafting, certification, and final account. Each package must be presented to management with clear outlines of budget, selling price, and subcontractor scope.
• Ensure notices are served within time bars, records are kept to the standard required for claims, and variations are tracked from instruction to certified value.
• Lead commercial mobilisation for each new award from Day 1, including registering contract terms, establishing budget baselines from priced bids, managing advance payments and bonds, developing subcontract procurement programmes, and forecasting cash flow.
• Build, recruit, and lead project commercial teams, with eighteen posts across the initial three projects.

Project Portfolio

The live portfolio and tender book encompass a broad range of commercial work within the Kingdom, across various contract forms. Current projects include a memorial park and a grand boulevard in Diriyah, where SATCO acts as the main contractor under employer design lump sum contracts with substantial provisional sums. Additionally, the portfolio includes airport work, such as an apron at an International Airport in a joint venture, and an early contractor involvement terminal at KSIA, alongside numerous projects in the pipeline.

Candidate Requirements

• A minimum of 10 years of experience in a commercial management role.
• Ability to manage complex commercial positions, including valuation, cost control, and subcontract management.
• Experience with various contract forms, including lump sum contracts with provisional sums.
• Saudi nationals and candidates already in the Kingdom with transferable iqamas are encouraged to apply.
