Role Overview
The Procurement Lead will manage the procurement activities for low to high complexity project packages and support the Procurement Manager and Director in executing procurement for various projects. Embracing the NEOM values and governance is essential to ensure compliance and ethical practices in contract management.

Key Responsibilities

• Policies & Procedures: Manage procurement processes according to NEOM standards and recommend improvements to contracting strategies.
• Contracting Strategies & Tender Plans: Advise on tendering strategies and ensure completeness of scope provided by stakeholders.
• Tender Management: Prepare and issue necessary tender documents and manage bidder communications.
• Tender Evaluation: Evaluate technical and commercial submissions during bid evaluations.
• Contract Formation & Administration: Prepare contract documents and advise on contractual matters throughout the contract lifecycle.
• Management & Leadership: Coach junior team members and drive cost reduction initiatives.

Experience & Qualifications
Applicants should possess a minimum of 5 years of procurement experience with at least 2 years in a leadership role in procurement for projects. A degree in relevant fields such as Commerce, Engineering, or Quantity Surveying is required along with a procurement qualification (CIPS) or a relevant Master’s degree.

Strong communication, problem-solving, and analytical skills are essential for this role. Proficiency in ERP systems and e-procurement tools is important. International experience and fluency in Arabic are advantageous.

Role Purpose:
In this role, you will be responsible for implementing best-in-class manufacturing practices to optimize factory efficiency and resource utilization. You will develop and manage clear implementation plans, oversee recruitment and partner engagement, and ensure effective communication across various workstreams. Your primary responsibility will be to align project delivery with NEOM's strategic goals.

Key Accountabilities & Activities:

• Lead operational aspects of the ARCA delivery, ensuring quality and budget compliance.
• Implement manufacturing practices that promote efficiency and scalability.
• Optimize resource utilization and workflows to meet cost and productivity targets.
• Create and manage project implementation plans in coordination with key stakeholders.
• Oversee recruitment and partner engagements, managing risks related to project timelines.
• Maintain effective communication with NEOM stakeholders to establish ARCA standards.
• Identify risks and implement mitigation strategies to ensure timely project delivery.
• Ensure compliance with industry standards and safety regulations.

Background, Skills & Qualifications:

• 10+ years in operational/supply chain management, with at least 5 years in leadership roles.

Minimum qualifications include a BS/BA in construction/business management or relevant fields.

• Assisting with project planning, scheduling, budgeting, and tracking progress.
• Coordinating with stakeholders, managing project documents, and providing regular updates to the Project Manager.

• Assist the Project Manager in the planning, coordination, and execution of the project.
• Monitor project progress and ensure deadlines are met.
• Track and report project progress.

Qualifications and Experience
