Role Overview: Chief Executive Officer (CEO)

Soar is seeking a Chief Executive Officer (CEO) for its operations in Riyadh, Saudi Arabia. This full-time role requires a commercially driven and execution-oriented leader with over 10 years of experience in financial services, fintech, real estate finance, and regulated environments. The CEO will be responsible for leading Soar’s business operations, strategic execution, commercial growth, and organizational development within the Kingdom. The successful candidate will translate Soar’s strategic vision into measurable business results, build relationships with regulators and partners, develop funding and distribution channels, and ensure operational excellence while upholding governance, compliance, and risk management standards.

Key Responsibilities

• Define and execute Soar’s Saudi Arabia business strategy in alignment with the company’s long-term vision.
• Lead business expansion, market penetration, and customer acquisition initiatives.
• Lead engagement with the Saudi Central Bank (SAMA) and other relevant authorities, coordinating with compliance and legal teams.
• Build and maintain relationships with banks, institutional investors, real estate developers, brokers, and other ecosystem partners.
• Oversee day-to-day business operations across commercial, customer operations, financing operations, and support functions.
• Manage the Saudi business budget, financial performance, and operating plans, including revenue growth and operating expenses.
• Build, lead, and develop a high-performing Saudi leadership team, recruiting and retaining talent.
• Champion a customer-first approach, identifying pain points and driving improvements in accessibility, transparency, and transaction speed.

Leadership Profile and Qualifications

The ideal candidate is a hands-on, commercially minded executive who combines strategic thinking with strong execution capabilities. This role requires comfort operating in a fast-moving fintech environment, navigating complex regulatory requirements, and building trusted institutional relationships. Candidates should demonstrate integrity, resilience, sound judgment, strong communication skills, and the ability to lead with accountability while scaling a financial services business in Saudi Arabia. Over 10 years of experience in financial services, fintech, real estate finance, and regulated environments is required.

Key Performance Indicators

The CEO’s performance will be assessed against agreed strategic and operational targets. These include business growth and achievement of approved commercial objectives, customer acquisition, conversion, retention, and satisfaction. Performance will also be measured by strategic partnership development, partner-generated business, operational efficiency, financing-transaction turnaround times, financial performance, budget discipline, and unit economics. Regulatory compliance, governance effectiveness, and timely completion of agreed regulatory milestones, along with team performance, leadership development, and organizational effectiveness, are also key indicators.
